According to Deputy Minister of Health Tran Van Thuan, the Ministry of Health has issued professional guidelines for periodic health check-ups to continue organizing and implementing comprehensively, practically, and effectively the work of periodic health check-ups for people nationwide. The goal is to achieve a rate of at least one free periodic health check-up or screening per year for all citizens, and to have electronic health records created to manage their health throughout their lifecycle starting in 2026.

Categorize each group for routine health check-ups.
According to the Ministry of Health, for children under 6 years old , routine health check-ups are conducted in accordance with Decision No. 1284/QD-BYT dated May 7, 2026, of the Minister of Health on guiding the professional content of routine health check-ups for children under 6 years old.
For individuals aged 6 to under 18 years , a complete clinical examination is required, following Form No. 02, Appendix XXIV issued with Circular No. 32/2023/TT-BYT, including: physical examination (height, weight, pulse, blood pressure); pediatric clinical examination ( circulatory, respiratory, digestive, renal, urinary, neurological, psychiatric, and other clinical examinations); ophthalmology; otolaryngology; dentistry; and paraclinical examination (hematology, biochemistry, X-ray, and other tests as indicated by the doctor).
These include paraclinical tests performed when prescribed by a doctor or at the voluntary request of individuals, agencies, organizations, businesses, or based on the practical situation regarding the locality's or unit's ability to support payment.
For individuals aged 18 and above , a complete clinical examination is required, following Form No. 03, Appendix XXIV issued with Circular No. 32/2023/TT-BYT, including: physical examination (height, weight, pulse, blood pressure); clinical examination including: internal medicine (circulatory, respiratory, digestive, renal, urinary, endocrine, musculoskeletal, neurological, psychiatric); clinical examination in surgery, dermatology, obstetrics and gynecology, ophthalmology, otolaryngology, dentistry; and paraclinical examination (hematology, biochemistry, X-ray, and other tests as prescribed by a doctor).
Specifically, the paraclinical tests according to form No. 01, Appendix XXIV issued with Circular No. 32/2023/TT-BYT include: blood tests (red blood cell count, white blood cell count, platelet count, blood biochemistry: blood glucose; urea, creatinine; ASAT (GOT), ALAT (GPT); urine tests (sugar, protein); diagnostic imaging (chest X-ray).
Other tests are conducted based on the practical situation regarding the local capacity to support payments or when there is a voluntary request for payment from individuals, agencies, organizations, or businesses;
When taking a medical history, performing a clinical examination, paraclinical tests, and imaging diagnostics, if there are signs of lesions suspected of tuberculosis, lung tumors, or other diseases, the practitioner should order specialized paraclinical tests as a basis for diagnosis and treatment, or refer the patient to an appropriate medical facility for early diagnosis and intervention.
For the list of gynecological examinations in the periodic health check-up for female workers , as specified in Appendix XXV issued with Circular No. 32/2023/TT-BYT, it includes: gynecological examination (lower abdomen and groin, external genitalia, vaginal examination with speculum combined with visual observation of the cervix, vaginal examination combined with abdominal palpation, rectal examination combined with abdominal palpation); cervical cancer screening; breast cancer screening; and ultrasound of the uterus and adnexa.
Regulations on periodic health check-ups for specific groups
Periodic health check-ups for officials, students, and workers in specialized industries and occupations will be conducted according to current regulations.
Specifically, the対象 are officials implementing Decision No. 1266/QD-BYT dated March 21, 2020, of the Minister of Health on promulgating regulations on health classification standards for officials and the sample health examination form for officials.
Subjects under the management of the Ministry of National Defence and the Ministry of Public Security shall comply with the regulations of the respective Ministries of National Defence and Public Security.
For students in schools, the regulations are implemented according to Joint Circular No. 13/2016/TTLT-BYT-BGDĐT dated May 12, 2016, issued by the Minister of Health and the Minister of Education and Training.
For those working as drivers of automobiles, the regulations stipulated in Circular No. 36/2024/TT-BYT dated November 16, 2024, issued by the Minister of Health, specify health standards, health examinations for drivers and operators of specialized vehicles; periodic health examinations for those working as automobile drivers; and the health database of drivers and operators of specialized vehicles, shall apply.
For aviation personnel, the regulations are governed by Joint Circular No. 18/2012/TTLT-BYT-BGTVT dated November 5, 2012, issued by the Ministry of Health and the Ministry of Transport, which stipulates the health standards for aviation personnel and the conditions for medical facilities to conduct health examinations for aviation personnel.
For railway vehicle operators, the regulations stipulated in Circular No. 42/2025/TT-BYT dated November 14, 2025, issued by the Minister of Health, specify the health standards for railway vehicle operators.
For seafarers, the regulations stipulated in Circular No. 22/2017/TT-BYT dated May 12, 2017, issued by the Minister of Health, specify the health standards for seafarers working on Vietnamese seagoing vessels and announce the health examination facilities for seafarers, shall apply.
The Ministry of Health also requested that units prioritize and schedule examinations appropriately, avoiding overcrowding and ensuring convenience for the public. Examinations should be organized according to the above-mentioned professional content, tailored to each target group, to assess health status or health classification; detect early risks of disease and identify those with diseases within that group; and provide advice on disease prevention, treatment, or referral to appropriate medical facilities as prescribed.
During the implementation process, if any difficulties or obstacles arise regarding professional expertise or the content of health check-ups for the public, the Ministry of Health requests that units submit feedback to the Department of Medical Examination and Treatment Management for consideration and guidance.
