At the workshop, specialized units under the Ministry of Science and Technology presented, exchanged, and provided guidance on many key issues related to improving mechanisms and policies on science, technology, and innovation; and shared orientations and solutions to promote the innovative startup ecosystem and enhance the effectiveness of innovation activities in the new phase.
One of the topics discussed at the workshop was the guidance on the content and development of innovation activity plans for 2027. Representatives from the Department of Innovation clarified the concept, scope, objectives, and key directions in developing innovation plans at ministries, sectors, and localities. In addition, the workshop devoted considerable time to discussing the establishment of Innovation Centers at the local level. This is considered a crucial solution to promote linkages between the government, scientists, businesses, and organizations supporting innovative startups.
Within the framework of the workshop, representatives from the Department of Startups and Technology Enterprises also provided guidance on matters related to the recognition of individuals, groups of individuals, and innovative startup businesses, as well as the certification of science and technology enterprises. This is a topic of great interest to localities and businesses because recognition and certification will create conditions for organizations and businesses to access state support policies on research, development, and commercialization of technology.
In addition, the workshop also provided guidance on some new contents in the amended Law on Technology Transfer and Government Decree No. 101/2026/ND-CP dated March 31, 2026, focusing on analyzing new points in the mechanism for managing, transferring, and commercializing technology. At the same time, delegates also heard presentations on the regulations in Government Decree No. 268/2025/ND-CP dated October 14, 2025, which clarifies the criteria for identifying innovation tasks as well as the process for receiving, evaluating, and supporting innovation projects and tasks in the future.
The workshop also heard many opinions and exchanges from localities, specialized agencies, and businesses. Delegates shared the difficulties in implementing innovation mechanisms and policies; building an innovative startup ecosystem at the local level; coordination mechanisms between departments and sectors; as well as solutions to improve the effectiveness of applying science, technology, and innovation to socio-economic development.
Through the workshop, agencies, units, and localities gained more information and a basis for effectively implementing innovation tasks in the coming period.
