The arrangement of mass organizations according to the new administrative units at the commune level is based on Guidance 05/HD-MTTW-BTT.

On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF), Ms. Nguyen Thi Thu Ha - Member of the Central Committee of the Party, Vice President - General Secretary of the Central Committee of the VFF - signed and issued Guidance 05/HD-MTTW-BTT on continuing to implement the restructuring, streamlining, and consolidation of mass organizations assigned tasks by the Party and State at the provincial and commune levels.

This guideline specifies certain provisions related to the restructuring, streamlining, and consolidation of the organizational apparatus of mass organizations assigned tasks by the Party and the State, currently operating at the provincial and commune levels (including organizations that have undergone restructuring and consolidation according to the new administrative units and those that have not yet undergone restructuring and consolidation).

According to the Guidelines, the arrangement of associations according to the new administrative units (applicable to localities at the provincial and commune levels undergoing mergers) is carried out as follows:

- Associations operating at the provincial or commune level with the same name, field, and target group will retain their names at the provincial or commune level according to the new administrative unit when merged (for example, if Thai Nguyen and Bac Kan provinces merge and take the name Thai Nguyen province, then Association A of Thai Nguyen province, merging with Association A of Bac Kan province, will take the name Association A of Thai Nguyen province (new)).

- In cases where one province or commune has an association with the same name and field of activity, while another province or commune does not, the following procedure should be followed:

+ At the provincial level : Associations operating in the province or city before the merger will continue to operate within the new administrative unit.

For example: Hoa Binh , Phu Tho, and Vinh Phuc provinces merged to form the new Phu Tho province. If Hoa Binh province has Association X (which Phu Tho and Vinh Phuc provinces do not), then Association X will continue to operate under the new Phu Tho province.

+ At the commune level :

i) If the association's scope of operation covers more than or equal to one-third of the corresponding administrative units of the same level before the merger, that association shall continue to operate according to regulations and change its name to reflect the new administrative unit (for example, if communes A, B, and C merge and take the name commune A, and commune A has association D but the other communes do not have that association, if association D continues to operate, it shall retain the name of the association as in commune A).

ii) If the organization's scope of operation covers less than 1/3 of the corresponding administrative units at the same level before the merger, based on the actual situation, the Standing Committee of the Vietnam Fatherland Front Committee at the commune level shall preside over the coordination with relevant parties, discuss with mass organizations, and propose to the Standing Committee of the commune-level Party Committee to consider and decide whether that organization should continue to operate or not. If the organization continues to operate, the arrangement as described in (i) above shall be implemented. If the organization does not continue to operate, it shall dissolve itself in accordance with Government Decree No. 126/2024/ND-CP dated October 8, 2024.
