To organize the collection of voters' opinions effectively, the People's Committees of 15 communes and towns previously established and posted voter lists; provided information and propaganda on the radio and social networks; and posted voter lists representing households. Localities established 77 groups to collect voters' opinions, equivalent to 77 hamlets, with the Hamlet Chief and Hamlet Party Cell Secretary as the group leader.
In addition to distributing ballots directly at the hamlet people's committee, the groups also proactively went to each household to disseminate information, explain the content, goals and benefits of the merger plan. On that basis, they helped people understand and support the major policies of the Party and the State. The majority of voters agreed with the policy of rearranging administrative units, contributing to improving the effectiveness of state management and the quality of service to the people.
The organization of collecting voters' opinions on the Project to rearrange administrative units at the commune and provincial levels ensures safety, economy, efficiency, objectivity, democracy, progress, and compliance with the law. From there, it creates high consensus and unity between the Party Committee, the government, and the people in the area. After finishing collecting voters' opinions, on April 20, the Standing Committee of the People's Councils of communes and towns held a thematic meeting to review and decide on the policy and content of the Project to rearrange administrative units at the commune level.
