On the morning of August 23, the Ministry of Culture, Sports and Tourism solemnly held the 80th Anniversary of the Cultural Sector's Traditional Day (August 28, 1945 - August 28, 2025) at the Hanoi Opera House.
On this occasion, the cultural sector was honored to welcome Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam to attend and direct; Comrade Prime Minister Pham Minh Chinh and other leaders of the Government, National Assembly, Vietnam Fatherland Front; leaders of central departments, ministries, branches, and organizations and Hanoi city; ambassadors and representatives of a number of countries; leaders of the Ministry of Culture, Sports and Tourism through the periods; Directors and former Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and cities; 80 typical examples in the fields of culture, information, sports and tourism; outstanding artists, scientists, intellectuals, athletes; leaders of agencies and units under the Ministry, and a large number of journalists, reporters, and editors of news agencies.
History has recorded that 80 years ago, on August 28, 1945, President Ho Chi Minh signed the Proclamation establishing a provisional government consisting of 13 ministries, including the Ministry of Information and Propaganda, the predecessor of the current Ministry of Culture, Sports and Tourism.
Since the Party's leadership, culture has been identified as an important front. The 1943 Vietnamese Culture Outline - the Party's first manifesto on culture - identified three basic principles: "Nation - Science - Mass" in building and developing culture; Resolutions of Congresses, thematic Resolutions of the Central Executive Committee, and the Politburo all affirmed that culture is the soul of the nation, the driving force of development, and the "soft power" of the nation. Thanks to that correct and creative direction, the 80-year journey of the Culture sector has created an epic with many emotional levels: Culture has nurtured the soul and identity, from the heroic music of the resistance culture, to the confident dances of integrated sports with aspirations to reach high, to the footsteps of tourism bringing the country to the world and the press becoming the conduit of knowledge connecting the trust between the Party and the People.
Speaking at the program, the Minister of Culture, Sports and Tourism emphasized that, looking at the overall achievements of the culture, sports and tourism sector, it is not only a source of pride but also a solid spiritual foundation for building a Vietnamese culture rich in identity. Reflecting on the reality of recent years, the cultural sector has many positive changes:
Awareness of the position and role of culture in the country's sustainable development is increasingly comprehensive and profound; culture is present in most of the country's Resolutions, Strategies and Socio-economic Development Plans.

Culture builds the shape of the nation, shapes the national value system, fosters the family value system, and the value system of Vietnamese people in the new era.
Speaking at the ceremony, General Secretary To Lam emphasized that since the Party was first established, in the flames of the Revolution and the premonition of the country's future, our Party and beloved President Ho Chi Minh have identified the special position of Culture. The Outline of Vietnamese Culture in 1943 outlined a long-term vision, establishing three major principles: national, scientific, popular; affirming that Culture lights the way for the nation, Culture is a front and those who work in Culture are soldiers. Right from the beginning of the people's government, right during the war against France and America, the Party and Uncle Ho sent hundreds of young people abroad to study Culture, Arts, Sports...
Since then, throughout the Congresses, Resolutions, Conclusions, and Directives of the Central Committee, the Politburo, and the Secretariat have emphasized: Culture is the spiritual foundation of society, both the goal and the driving force of development; culture is soft power, the endless "original energy" of the Vietnamese people.
According to the General Secretary, we are currently building an advanced Vietnamese culture imbued with national identity; promoting the role of people as the center, subject, goal and driving force of development; moving towards developing cultural industry, building a healthy cultural market; building a cultural environment, cultural life; promoting the national value system, family value system, Vietnamese human value system; preventing and combating degradation, "self-evolution", "self-transformation" in the ideological-cultural field. Along with that, the Party always focuses on building "Culture in the Party", culture in the political system; building a style of setting an example, integrity, dedication to the people; promoting the culture of the rule of law, public service culture, corporate culture, culture in business.
The General Secretary pointed out that this is the foundation to spread to society, strengthen trust, create consensus, and arouse the desire for prosperous and happy development. Culture must always be associated with political, economic, and social life; culture must permeate every decision, every project, every road, every bridge, every field, industrial park, urban area, and village; be present in the way of thinking, the way of doing, the behavior, and the qualities of the Vietnamese people. Culture builds the image of the nation, shapes the national value system, and fosters the family value system and the value system of the Vietnamese people in the new era: patriotism, humanity, solidarity, honesty, responsibility, creativity, discipline, and aspiration.
The General Secretary emphasized: We will forever remember the first steps of the cultural soldiers in the revolutionary climax, when every propaganda poster, every song, every newspaper page, every performance in the communal house yard or on the edge of the rice field turned into a flame. During the General Uprising to seize power, in the early days of building the revolutionary government, we cannot help but be grateful to the great cultural figures who composed the National Flag, National Anthem, and National Emblem of the People's Democratic State; during the resistance war against colonialism and imperialism, generations of artists, information and propaganda officers, and grassroots cultural officers transformed themselves into the people, carrying their enthusiasm throughout the mountains, forests, plains, and cities. They traveled to all regions, "drizzle and eat rice" in the trenches with the soldiers, with the frontline laborers, with military campaigns, lighting oil lamps in field tunnels, playing the guitar by the fire, writing poems and songs, drawing sketches from the front lines, where arrows and bullets were; They did the enemy's work with culture, fought the enemy with musical instruments, pens... Many comrades fell, devoted their youth and talent, so that culture became a sharp weapon, so that faith could spread, so that indomitable will could be multiplied.
In peace, construction, development and innovation, Culture is still the vanguard force on the ideological and spiritual front. The movements of "All people unite to build a cultural life", "Building new rural areas, civilized urban areas", building schools, agencies, cultural enterprises... to contribute to changing the face of life. Generations of heritage cadres brave the rain and sun to preserve communal house roofs, horizontal lacquered boards, and each ancient brick; many library staff diligently work among the books; many artists silently practice behind the stage; many reporters and photographers record typical moments of life's breath; many tour guides contribute smiles to the national brand; many coaches and athletes shed sweat and tears to make the Vietnamese flag fly in the international arena.

Investing in culture is investing in the future, in the "source" of national strength.
The General Secretary also noted a number of lessons drawn from the revolutionary practice over the past nearly a century.
Firstly, all cultural achievements start from firmly following the right path, respecting cultural laws and placing people at the center. When the path is right and the mechanism is appropriate, the creativity of the team of cultural workers is liberated, the strength of the community is awakened and shines.
Second, identity is the root, integration is the branch. Identity helps us stand firm and endure; integration helps us blossom, bear fruit and spread. Preservation and development complement each other in a living organic entity.
Third, for culture to flourish, it must have a healthy environment and adequate resources. Investing in culture is investing in the future, in the “source” of national strength.
Fourth, Culture only exists forever when it is integrated into life. All policies must be directed towards the public, towards the community, towards each family, each neighborhood, village, school, agency, and business.
Fifth, in the digital age, creativity is the main thread, innovation is the method, and connection is the driving force. Connecting culture with technology, with the market, with tourism, with education, with urban areas, with rural areas… the value will multiply.
Our country is entering a new stage of development with the goal of becoming a developed, high-income country with a socialist orientation. The world context is changing rapidly and complexly; the Fourth Industrial Revolution, digital economy, green economy, circular economy, smart cities, etc. are shaping new standards; strategic competition, information explosion, and "cyberspace struggles" are taking place fiercely; the penetration of diverse and multi-dimensional foreign cultural products.

10 tasks and solutions for the cultural sector
In that context, Culture must go one step ahead, show the way, lead, foster courage, strengthen trust, and form national soft capacity. In that spirit, the General Secretary requested the entire Culture sector to focus on performing well a number of key tasks and solutions:
Firstly, continue to thoroughly grasp and comprehensively implement the Party's guidelines and viewpoints on Culture; put Culture on par with economics, politics and society; concretize it through strategies, plans, programs and projects with focus and key points; ensure adequate resources, breakthrough mechanisms, clear decentralization and delegation of authority; strengthen supervision, evaluation and inspection.
Second, building a healthy cultural environment from family, school, and society; promoting the exemplary role of cadres and party members; promoting education on ethics, lifestyle, digital skills, and behavioral culture; preventing and combating domestic violence and school violence; developing a civilized and safe digital culture; building a grassroots cultural community rich in identity, bright, green, clean, and beautiful.
Third, foster, promote and honor the team of intellectuals, artists, coaches, athletes, tourism entrepreneurs and cultural workers at all levels, especially at the grassroots level. Develop a mechanism for ordering, awarding, supporting creativity, protecting copyright and related rights; improve the material and spiritual life of the cultural force; encourage young talents; discover and nurture seeds of creativity from schools, clubs and grassroots cultural institutions.
Fourth, developing cultural industry and creative economy to become a new pillar of growth; perfecting cultural market institutions, financial mechanisms, tax, credit, land, investment and data policies; encouraging cultural enterprises and creative startups; developing digital infrastructure for production, distribution and consumption of cultural products; building clusters, creative industrial parks, "cultural valleys" associated with large cities and tourist centers.
Fifth, preserve, restore and promote heritage associated with community livelihoods and sustainable development. Strongly apply digital technology and artificial intelligence in digitizing heritage, in exhibitions, performances and education; build “digital culture” institutions, “open museums”, “mobile theaters”, “digital libraries” that are friendly to all ages; develop responsible heritage tourism; nurture “living cultural assets” such as artisans and folk artists.
Sixth, create breakthroughs for mass sports and high-performance sports. Focus on physical education in schools; develop a system of clubs and public sports spaces; improve sports science and medicine capacity; select and train young athletes according to modern standards; expand international cooperation; set high, sustainable and humane goals.
Seventh, restructure, improve the quality and competitiveness of Vietnamese tourism. Develop products with cultural identity, rich in experiences; promote smart, green, clean tourism, reduce emissions; connect inter-regions and inter-industry; improve the quality of human resources; tighten discipline, standardize services; build the destination brand "Vietnam - endless beauty, fragrant culture".
Eighth, strengthen cultural diplomacy, promote the national image; proactively participate in international creative networks; organize regional and world-scale events, festivals, cultural weeks; bring the quintessence of Vietnam to the world and bring the quintessence of the world to Vietnam in the spirit of peace, friendship, respect for differences, mutual learning, integration, not dissolution.
Ninth, promote comprehensive digital transformation in the industry. Build a large database on heritage, art, sports, and tourism; perfect open standards and digital cultural maps; develop digital content distribution platforms and copyright protection tools; apply data analysis and augmented reality technology in museums, performances, and education; strengthen information security and safety, and combat harmful and distorted content.
Tenth, continue to fight to defeat the plot of "peaceful evolution" in the fields of ideology and culture; resolutely protect the Party's ideological foundation; build a "soft shield" of values, beliefs, and social norms; improve policy communication capacity; proactively inspire good things, and multiply good people and good deeds.

Culture must permeate all planning, projects and proposals with long-term vision and high standards.
General Secretary To Lam requested Party Committees, Governments, Fatherland Fronts and political and social organizations to continue to pay attention to leadership, direction, creating favorable conditions, mobilizing social resources for cultural development; attach importance to culture in urban and rural planning; build synchronous and effective grassroots cultural institutions; encourage businesses and communities to participate. Culture cannot stand on the sidelines of development policies, culture must permeate all planning, projects and schemes with long-term vision and high standards.
The General Secretary hopes that the intellectuals, artists, and "soul engineers" of the People, will continue to be persistent, courageous, and passionate in their creativity; take life as the source, the People as the support, and truth, beauty, and reason as the compass; resolutely say no to trivial, false, hybrid, and extreme commercialization; pave the way for new experiences, and receive the quintessence of human culture to enrich the national cultural treasure.
The sports industry continues to cultivate will, discipline, and the desire to win; consider ethical standards as the foundation, science and technology as strength; respect the rules of the game; and nurture talent from schools, families, and communities.
The tourism industry persists on the path of identity, quality, sustainability, intelligence, creativity, innovation, and integration; considering the experience of tourists and the benefits of the community as the center; taking culture and nature as “priceless assets”, taking the smile and soul of Vietnam as the place where hearts converge.
In addition, generations of grassroots cadres, those who "sow cultural seeds" every day, continue to be dedicated, innovate methods, and connect with the community; so that each cultural house, library, playground, and public space is truly crowded and useful; so that good values are cultivated from small things.
The General Secretary emphasized that 80 years is a milestone to be grateful for, to be proud of and to strive for. I deeply believe that, under the leadership of the Party, the management of the State, the participation of the entire political system, the consensus and support of the People; with the courage, talent and love for the profession of the team of people working in culture, information, sports and tourism; we will bring Vietnamese culture to a worthy development, so that our country will be strong and rich, so that our nation will last forever, so that every Vietnamese person will be happy, confident to integrate and shine.
