Plan 03-KH/TW: Resolutely combat corruption and waste.

The Politburo's Plan No. 03-KH/TW clearly defines the tasks, roadmap, and specific responsibilities of each agency in the fight against corruption, waste, and negative practices.

On May 18, 2026, the Politburo issued Plan No. 03-KH/TW to implement the Resolution of the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, waste, and negative phenomena in the new period. The plan clearly defines the tasks, roadmap, and specific responsibilities for each agency in the political system.

The objective of Plan No. 03-KH/TW is to seriously, comprehensively, and synchronously implement Resolution No. 04-NQ/TW dated April 1, 2026, creating a high level of consensus in awareness and decisive action, promoting the role and responsibility of Party committees, Party organizations, agencies, units, localities, cadres, Party members, and the people in preventing and combating corruption, waste, and negative phenomena; proactively developing specific programs, projects, and plans; clearly assigning responsibilities; and regularly reviewing and evaluating the results of implementation.

Eight key tasks

The plan identifies eight key task groups. Firstly, to develop specific programs, projects, and plans for implementing the Resolution; and to regularly inspect, monitor, and urge the implementation of the Resolution.

Secondly, enhance the role, responsibility, pioneering spirit, exemplary conduct, and culture of integrity of Party committees, Party organizations, leaders, and cadres and Party members in preventing and combating corruption, waste, and negative phenomena. Strictly punish leaders who are irresponsible, negligent in leadership, direction, and management, or who lack inspection and supervision, leading to corruption, waste, and negative phenomena, or who cover up or obstruct the detection and handling of corruption, waste, and negative phenomena. Simultaneously, establish mechanisms to encourage and protect organizations, individuals, and leaders who proactively detect and promptly address corruption, waste, and negative phenomena within their organizations. Improve the effectiveness of integrity education , building an honest nation and an honest society.

Thirdly, focus on building and perfecting a comprehensive, unified, feasible, rigorous, consistent, and clearly defined institutional and legal framework. Fully and promptly institutionalize and concretize the policies, viewpoints, tasks, and solutions regarding Party building, socio-economic development, and the prevention and fight against corruption, waste, and negative phenomena, in accordance with the Party's documents, resolutions, regulations, directives, and conclusions, especially the Resolution of the 14th National Congress of the Party. Improve mechanisms to encourage and protect dynamic, innovative, and creative officials who dare to think, dare to act, and dare to take responsibility for the common good.

Fourth, tightly control power, tighten discipline and order, strengthen the management and supervision of officials, and closely and effectively control the assets and income of officials and Party members. Promote administrative procedure reform, apply science and technology, and digital transformation, ensuring transparency, accountability, and responsibility. Proactively identify, predict, warn, and handle violations early and from afar, preventing minor violations from accumulating into major offenses; effectively control the conditions that give rise to corruption, waste, and negative practices; focus on new, key, and crucial areas with a high potential for corruption, waste, and negative practices.

Fifth, handling matters strictly, promptly, humanely, and persuasively, without any forbidden areas or exceptions; at the same time, ensuring objectivity and comprehensiveness, carefully considering the specific historical context, and prioritizing political, economic, social effectiveness and national interests to ensure appropriate handling. Priority should be given to maximizing asset recovery and encouraging proactive remediation of consequences.

Sixth, implement solutions synchronously, decisively and comprehensively, creating strong and breakthrough changes in the work of preventing and combating waste in terms of time, development opportunities, resources and material wealth within the political system and throughout society.

Seventh, innovate and modernize information, propaganda, and education work to create widespread consensus and unity throughout society regarding the Party and State's determination to prevent and combat corruption, waste, and negative phenomena. Enhance the effectiveness and efficiency of the National Assembly's and People's Councils' oversight activities at all levels; and improve the social oversight and criticism of the Vietnam Fatherland Front. Perfect the mechanism for the people to report and denounce corruption, waste, and negative phenomena, and to effectively and efficiently control state power.

Eighth, continue to improve the organizational structure; perfect the institutions for preventing and combating corruption, waste, and negative phenomena, ensuring there is no overlap in functions and responsibilities. Improve the mechanism and enhance the effectiveness of coordination among functional agencies in preventing and combating corruption, waste, and negative phenomena. Strengthen international cooperation, negotiate and sign mutual legal assistance agreements, and international agreements and treaties on preventing and combating corruption; intensify the pursuit and extradition of fugitives and the recovery of corrupt assets smuggled abroad.

Strengthening the role of the press in propaganda and monitoring.

The key difference between Plan 03-KH/TW and previous documents is the highly specific assignment of tasks, with clear deadlines for completion for each agency: the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena; the Party Committee of the National Assembly; the Party Committee of the Government; the Party Committee of the Central Public Security; the Party Committee of the Supreme People's Procuracy; the Party Committee of the Supreme People's Court; the Central Internal Affairs Commission; the Central Organization Commission; the Central Propaganda and Mass Mobilization Commission; the Central Inspection Commission; provincial and city Party committees; and the provincial and city-level Steering Committees on Anti-Corruption, Waste, and Negative Phenomena.

Specifically, the Government Party Committee is tasked with continuing to review and develop solutions for each project that is behind schedule, has long-standing backlogs, and poses a risk of loss and waste in the second quarter of 2026; and simultaneously completing the handling, exploitation, and use of surplus land and buildings after the restructuring of the apparatus within the same timeframe. The National Assembly Party Committee is required to conduct a comprehensive review of the system of legal documents and develop legislative orientations for the term, to be completed in 2026.

According to Plan 03-KH/TW, the Central Propaganda and Mass Mobilization Department is tasked with directing media agencies to strengthen the dissemination of the content and results of the resolution's implementation; promptly combat and refute erroneous and hostile viewpoints that exploit the theme of combating corruption, waste, and negative phenomena to spread distorted propaganda and undermine the Party and the State. At the same time, it is to periodically conduct public opinion surveys on the work of combating corruption, waste, and negative phenomena to assess public trust and satisfaction; and to innovate and improve the quality and effectiveness of the national press award on the work of combating corruption, waste, and negative phenomena.

Plan 03-KH/TW clearly states: The Politburo and the Secretariat will strengthen leadership and guidance, and regularly inspect and supervise the implementation of this Resolution and Plan. The Central Internal Affairs Commission will preside over and coordinate with relevant agencies to regularly monitor, inspect, and urge the implementation, and periodically report the results to the Politburo and the Secretariat.
