Medium-term public investment plan for the period 2026-2030

The resolution clearly states the overall objective is to improve the efficiency of public investment, create a ripple effect, lead and attract maximum non-state capital for development investment, promote rapid and sustainable economic growth; leverage the role of public investment as one of the growth drivers, complete a strategic, synchronous, and modern infrastructure system to serve economic development goals, ensure social welfare, national defense, and security.

This also involves reforming public investment management, allocating, managing, and utilizing public investment capital based on an assessment of socio-economic effectiveness, the increased infrastructure capacity, and the level of improvement in living standards and social welfare enjoyed by the people.

Specific objectives include: The proportion of public investment capital to total social investment capital in the 2026-2030 period will be approximately 20-22% (the target for the 2026-2030 period is an average total social investment capital/GDP of 40%); the proportion of development investment expenditure from the state budget will be approximately 40% of total state budget expenditure; striving to disburse public investment capital at over 95% of the allocated capital plan. Public investment capital from the state budget will be allocated in a focused and targeted manner, reducing the number of projects by at least 30% compared to the 2021-2025 period...

The National Assembly has resolved that the total planned medium-term public investment capital from the state budget for the period 2026-2030 is 8.22 million billion VND, including: 3.8 million billion VND from the central budget and 4.42 million billion VND from local budgets.

A 10% contingency fund from the central government budget for the medium-term public investment plan, allocated from each funding source, is set aside to address any issues arising during the medium-term planning period, in accordance with the laws on public investment and the state budget.

The contingency plan for medium-term public investment using local budget funds for the period 2026-2030 will be decided by the People's Councils at all levels in accordance with the law on public investment and the state budget.

The National Assembly has assigned the Government to direct the implementation of capital allocation for projects based on output results, linked to socio-economic accounting, and to evaluate investment efficiency as prescribed. The Government should focus on completing dossiers and submitting them to the National Assembly for consideration and decision on investment policies for nationally important projects in accordance with the law; urgently direct the issuance of guiding documents for the implementation of national target programs, with a focus on accelerating administrative procedure reforms to ensure effective program implementation; and organize the allocation and assignment of capital for each national target program to ministries and localities.

The National Assembly also assigned the Government to organize and direct ministries, central and local agencies to synchronously and decisively implement solutions for the medium-term public investment plan for the period 2026-2030, and to organize inspections and strictly handle violations.

Regarding local budget allocations, the Resolution states that localities are allocated annual public investment plans from local budget funds based on actual revenue capacity, ensuring that the annual budget deficit of the locality does not increase.
