The Health Security Partnership Programme, a collaboration between the UK and the Association of Southeast Asian Nations (ASEAN), focuses on three pillars: early detection, containment, and response. The first 20 grants, totaling approximately £7.5 million, include projects to enhance disease surveillance in remote areas, train specialized testing scientists, and conduct crisis response simulations. There is also a specialized training program in vaccine production.

This investment was announced against the backdrop of a 40% reduction in UK aid spending, from 0.5% to 0.3% of Gross National Income (GNI). To compensate, the UK government announced a four-pronged shift strategy: from donor to investor, from international intervention to local partnerships, from grant funding to expertise exchange, and from service provision to capacity building.
