On April 14, 2025, Mr. Le Minh Hung, Member of the Politburo , Secretary of the Central Committee of the Party, Head of the Central Organization Department and Deputy Head of the Standing Committee of the Central Steering Committee (Steering Committee) on summarizing Resolution No. 18-NQ/TW (dated October 25, 2017 of the Central Committee of the Party (12th term) on some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient) signed and issued Plan No. 47-KH/BCĐ (Plan No. 47) of the Steering Committee on implementing the reorganization and merger of provincial and commune-level administrative units and the organization of a two-level local government system.

The plan clearly states that in implementing Resolution No. 60-NQ/TW, dated April 12, 2025, of the 13th Central Committee of the Communist Party of Vietnam on continuing to reorganize the organizational structure of the political system; to ensure that the implementation proceeds according to schedule, achieving the goals of streamlining, efficiency, effectiveness, and efficiency, in conjunction with the successful organization of Party congresses at all levels leading up to the 14th National Congress of the Party, the Central Steering Committee for summarizing Resolution 18 (hereinafter referred to as the Steering Committee) issues the Plan for implementing the reorganization and merger of provincial and commune-level administrative units and the organization of the two-tiered local government system as follows:

Purpose, requirements

Strictly adhere to the principles and requirements, and effectively implement the tasks and solutions for building and perfecting the organizational structure of the political system as outlined in Resolution No. 60-NQ/TW, dated April 12, 2025, of the 13th Central Committee of the Communist Party of Vietnam, and the conclusions and directives of the Politburo and the Secretariat. Effectively carry out political and ideological work, fostering high levels of unity and consensus among cadres, Party members, civil servants, public employees, and workers, as well as social agreement on the policies, directions, and implementation of streamlining the organizational structure, and improving the efficiency and effectiveness of agencies, units, and organizations within the political system.

The assignment of tasks must be linked to the functions, duties, and responsibilities of agencies, units, and localities, and promote their proactive and positive roles. At the same time, specific tasks, deadlines, and responsibilities of agencies and units at the central level, provincial and city Party committees, and Party committees directly under the Central Committee must be clearly defined to ensure timely, coordinated, unified, high-quality, and effective implementation.

The appendix attached to Plan No. 47 clearly outlines the content and tasks for the rearrangement and merger of provincial and commune-level administrative units and the establishment of a two-tiered local government system; the projected completion time is mainly in 2025.

Implementation

1. Party committees, party organizations, agencies, units, and their leaders.

(1) Closely follow the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; proactively and actively do a good job of disseminating, propagating, mobilizing, and guiding public opinion and social opinion, ensuring high unity, consensus, and uniformity among cadres, party members, civil servants, public employees, workers, and all strata of the people.

(2) Focus on directing and promptly concretizing the plan according to functions, tasks, and authority; decisively implement tasks, assign specific responsibilities in the organization of implementation to ensure completion according to the plan; at the same time ensure that agencies, units, and organizations operate continuously, smoothly, efficiently, effectively, and efficiently before, during, and after the arrangement, without interrupting work, leaving tasks, areas, fields, and affecting the normal activities of agencies, units, organizations, and society.

(3) Strongly apply information technology and digital transformation to reform the organization and operation of agencies and units; urgently digitize documents, comprehensively innovate the handling of administrative procedures, improve the quality of online public services and digital services for citizens and businesses.

(4) Strictly control the situation, ensure security and order in the areas, absolutely do not allow mass protests or the emergence of hotspots and complex issues.

(5) Coordinate closely, promptly, synchronously, effectively and proactively, strengthen inspection, supervision of the implementation of assigned tasks in this Plan; commend and reward organizations and individuals who perform effectively and strictly and promptly handle organizations and individuals who do not implement or do not implement correctly, and do not achieve the goals of rearranging and merging provincial and commune-level administrative units and organizing the 2-level local government system.

(6) From April 16, 2025 to October 31, 2025, periodically report on the progress of implementing tasks and projects to the Steering Committee (through the Central Organization Committee) before 3 PM on Wednesday of each week, so that the Central Organization Committee can compile and report to the Politburo and the Secretariat on Friday of each week.

2. The Central Organizing Committee shall preside over and coordinate with relevant Party committees, agencies, and units to assist the Steering Committee:

(1) Regularly monitor, keep abreast of the situation, and participate in giving opinions (when necessary) during the implementation of tasks by Party committees, agencies, and units at all levels to ensure that the progress and policies of the Central Executive Committee, the Politburo, the Secretariat, and the Steering Committee are followed.

(2) Timely adjustment and supplementation of contents, tasks and implementation progress in the Plan to ensure close adherence to the leadership and direction of the Politburo and the Secretariat and suitability to the practical situation./.
