The project development process is closely coordinated by the localities in the merger area, following the correct procedures and processes, ensuring progress according to regulations.
To date, provinces and cities have completed collecting public opinions on provincial and communal level arrangement and merger projects with an average consensus rate of about 96%.
All district, commune and provincial People's Councils nationwide have issued resolutions approving the projects with a 100% majority consensus rate.
Based on the synthesis of projects of localities, it is expected that after the rearrangement, the number of commune-level administrative units nationwide will decrease from 10,035 to more than 3,320 units (equivalent to 66.91%). In which, the locality with the highest reduction rate is 76.05%, the locality with the lowest reduction rate is 60%.
Regarding local party organizations, it is expected that the provincial level will reduce 29 provincial and municipal party committees (from 63 to 34 provincial and municipal party committees); reduce more than 260 agencies and units directly under the provincial party committee.
Ending the operations of 694 district party committees and more than 4,160 agencies and units directly under district-level party committees. Establishing more than 3,320 new commune party committees (2,595 communes, 713 wards, special zones), establishing a maximum of 10,660 agencies and units directly under commune-level party committees.
Regarding the number of provincial and communal-level cadres and civil servants (including the Party, mass organizations and government sectors), it is expected that after the reorganization: the provincial level will reduce more than 18,440 positions of cadres and civil servants compared to the number of positions assigned by competent authorities in 2022.
The commune level (commune, ward, special zone) will reduce more than 110,780 staff and civil servants compared to the total number of staff at district and commune levels in 2022 due to job placement, staff streamlining, and retirement according to regulations.
At the same time, localities also ended the activities of about 120,500 part-time activists at the commune level nationwide.
It is expected that after the organization and apparatus are reorganized and streamlined, the activities of the Vietnam Fatherland Front and mass organizations will be closer to the people; initially overcoming the situation of overlapping functions, tasks and the "inverted pyramid" apparatus.
Regarding the organizational structure, it is expected to reduce 90 central department-level focal points; 344 provincial department-level focal points; 1,235 provincial department-level focal points; for mass organizations assigned tasks by the Party and State, 215/284 internal focal points will be streamlined (reduced by 43%).
Along with that, it is expected to transfer more than 22,350 staff from the district level to work at the commune level, contributing to the implementation of the new administrative model and the policy of focusing activities on grassroots and residential areas.
Timely payment according to the regime on the implementation of organizational arrangement

In particular, it requires Party committees, agencies, and units at the Central level and provincial and municipal Party committees to continue to lead and direct the organization of grassroots Party congresses, directly superior to grassroots Party organizations, and prepare to organize provincial Party congresses to ensure progress and requirements according to Directive No. 45 of the Politburo (note to do a good job of building documents and personnel in places of merger and consolidation).
