
On the morning of May 3rd, General Secretary To Lam chaired a meeting of the Politburo and the Secretariat to discuss the situation and progress of implementing Resolution No. 11 of the 13th Central Committee, and the conclusions of the Politburo and the Secretariat on the reorganization of the organizational structure and administrative units at all levels.
Over 22,350 personnel positions were transferred from the district level to the commune level.
Since the 11th Central Committee Conference, the Party committees of the Government, the National Assembly , the Vietnam Fatherland Front, central mass organizations, and central Party agencies have promptly advised on and issued, within their authority, guiding documents and instructions, specifying the content and tasks for implementation; and have closely coordinated with agencies, units, and localities.

Local authorities have proactively monitored and updated policies and guidelines, closely followed the progress and requirements of competent authorities to proactively implement the plan, and made thorough preparations for the reorganization of administrative units at all levels.
The project development process involved close coordination among the localities subject to merger, adhering to proper procedures and ensuring timely completion as stipulated.
To date, provinces and cities have completed the process of gathering public opinion on the provincial and commune-level restructuring and merger plans, with an average approval rate of approximately 96%.
All district-level, commune-level, and provincial-level People's Councils nationwide have issued resolutions approving the projects with a 100% majority consensus rate.
Based on the consolidated proposals from localities, the number of commune-level administrative units is projected to decrease nationwide from 10,035 to over 3,320 units (equivalent to 66.91%) after reorganization. The locality with the highest reduction rate is 76.05%, while the locality with the lowest reduction rate is 60%.
Regarding local Party organizations, it is projected that the number of provincial-level Party committees will be reduced by 29 (from 63 to 34); and more than 260 agencies and units directly under the provincial-level Party committee will be eliminated.
The operation of 694 district-level Party committees and over 4,160 agencies and units directly under the district-level Party committees has been terminated. More than 3,320 new commune-level Party committees have been established (2,595 communes, 713 wards and special zones), and a maximum of 10,660 agencies and units directly under the commune-level Party committees have been created.
Regarding the number of officials and civil servants at the provincial and commune levels (including Party, mass organization, and government sectors), it is projected that after the restructuring: the provincial level will reduce more than 18,440 official and civil servant positions compared to the number of positions allocated by competent authorities in 2022.
At the commune level (communes, wards, special zones), the number of cadres and civil servants will be reduced by more than 110,780 compared to the total number of cadres allocated at the district and commune levels in 2022 due to job position rearrangement, staff reduction, and retirement according to regulations.
At the same time, localities also terminated the activities of approximately 120,500 part-time community-level officials nationwide.
It is expected that after the reorganization and streamlining of the organizational structure, the activities of the Vietnam Fatherland Front and other mass organizations will be closer to the people; initially overcoming the situation of overlapping functions and tasks and the "inverted pyramid" organizational structure.
Regarding organizational structure, it is projected that 90 departmental-level units at the central level will be reduced; 344 provincial-level units at the departmental level; and 1,235 provincial-level divisional units will be streamlined. For mass organizations assigned tasks by the Party and State, 215 out of 284 internal units will be streamlined (a 43% reduction).
In addition, it is expected that more than 22,350 personnel will be transferred from the district level to work at the commune level, contributing to the implementation of the new administrative model and the policy of strongly orienting activities towards the grassroots and residential areas.
Timely payment in accordance with regulations on organizational restructuring.
Overall, leadership and guidance were implemented decisively and synchronously from an early stage and from afar. The Politburo and the Secretariat promptly provided guidance on specific policies and tasks; Party committees and functional agencies at all levels, within their authority, issued comprehensive guiding documents and detailed regulations, creating a favorable legal framework for localities to organize implementation.
The dissemination and propaganda work was organized and implemented extensively and consistently, helping to raise awareness and unify will within the political system; creating a very high level of consensus and support from cadres, Party members, and all strata of the people.

The Politburo and the Secretariat basically agreed with the proposals and recommendations stated in the reports; at the same time, they requested that Party committees and organizations at all levels demonstrate the highest determination and focus on implementing tasks and solutions in accordance with the conclusions, plans, and guidelines of the Central Committee, the Politburo, and the Secretariat, ensuring the successful achievement of the set goals.
Specifically, it requires Party committees, agencies, and units at the central level and provincial and city Party committees to continue leading and directing the organization of Party congresses at the grassroots level and the level directly above grassroots Party organizations, and to prepare for the organization of provincial-level Party congresses, ensuring that they are on schedule and meet the requirements of Directive No. 45 of the Politburo (paying attention to the preparation of documents and personnel in areas undergoing mergers and consolidations).
The Politburo and the Secretariat emphasized the importance of doing a good job in political and ideological work among cadres, civil servants, and employees in agencies and units; and strictly, fully, and correctly implementing regulations and policies for cadres, civil servants, and employees affected by the restructuring process.
Simultaneously, balance the budget, allocate funds, and promptly make payments in accordance with regulations and policies regarding the reorganization of the organizational structure.
