Development guidelines for Hai Duong need to be added following the province merger.

Mr. Nguyen Van Thong, Chairman of the Union of Science and Technology Associations of the province, delivered the opening speech at the workshop.

On April 14th, the Union of Science and Technology Associations of the province organized a workshop to solicit opinions and suggestions from experts and scientists on the draft documents for the 14th National Party Congress and the draft Political Report of the Provincial Party Committee's Executive Committee, 17th term, 2020-2025.

At the workshop, delegates analyzed and contributed many opinions to the draft documents. Regarding the draft documents for the 14th National Party Congress, some delegates proposed that, along with successfully implementing the streamlining of the administrative apparatus, the Central Committee should continue to implement clearer decentralization and delegation of power, as reflected in relevant legal documents such as the Law on Government Organization, the Law on National Assembly Organization, and the Law on Local Government Organization… In particular, they suggested clearly defining the authority of each level of government after the abolition of the district level.

Delegates proposed continuing to intensify the fight against corruption, waste, and negative practices. Judicial agencies should promptly investigate, prosecute, and try particularly serious cases that cause enormous losses to the national economy. Some delegates argued that legal regulations, when issued, need to be comprehensive, consistent, unified, effective, and feasible so that agencies, organizations, and individuals in society will comply thoroughly and strictly.

The Party and the State need to pay more attention to social security policies and benefits for those who have rendered meritorious services; implement policies and preferential treatment for cadres and civil servants, especially those in villages and residential areas; and prioritize investment in building housing for workers in economic zones and industrial parks…

Commenting on the draft Political Report of the Provincial Party Committee's Executive Committee, 17th term, 2020-2025, some delegates suggested that the goals set at the 17th Congress should be rationally and scientifically inherited and supplemented to suit the new development stage. The report should include content reflecting the thinking about the "new era of development".

At the same time, it is necessary to clearly define the key milestones to be achieved in the new era of development. Regarding the setting of specific goals and targets for the next term, delegates suggested focusing on targets that are feasible and quantifiable…

Dr. Pham Xuan Thien from the Provincial Political School suggested adding content reflecting the thinking on a "new era of development" to the Political Report of the Provincial Party Committee's Executive Committee, 17th term, 2020-2025.

Specifically, if Hai Duong province merges with Hai Phong city, the provincial Party Committee needs to consider and study the development orientation of supporting industries, processing industries; high-tech agriculture, and organic agriculture for the Hai Duong region. Along with that, it is necessary to develop services in a way that connects with tourist destinations and services to take advantage of the strengths of both regions. Regarding infrastructure development and urbanization, it is necessary to continue investing in the development of transportation infrastructure as Hai Duong has planned, but with connections to Hai Phong; and at the same time, propose additional transportation routes to create linkages between the regions of the two localities.

Some delegates suggested that, based on Hai Duong's previous urban development plans, continued investment in infrastructure should be made so that some former towns can soon meet urban criteria and become wards in the future. Hai Duong also needs to focus on developing strong supporting industries and high-quality human resources to supply Hai Phong City and the entire country…
