Connecting data and developing banking services.

According to Decision No. 06/QD-TTg dated January 6, 2022, of the Prime Minister approving the Project on the Development of Data Applications on Population, Electronic Identification and Authentication to Serve National Digital Transformation in the period 2022-2025, with a vision to 2030 (Project 06), the banking sector is assigned to implement the integration and development of applications on the electronic identification and authentication system platform, integrating core applications into the electronic identification application (VNeID) and the QR code of the chip-embedded Citizen Identity Card (CCCD); and simultaneously widely deploying the application of electronic chip features on CCCD cards for financial and banking activities such as account opening, customer identification, payments, lending, e-wallets, etc., and spreading to other socio-economic development areas.

Implementing the objectives set out in this Project with determination, by December 26, 2025, the entire banking sector had over 143 million individual customer files (CIF) and over 1.5 million institutional customer files with payment accounts whose biometric information was verified via chip-embedded citizen identification cards (CCCD) or the VNeID application; at the same time, approximately 22.14 million individual customers and 392 institutional customers with active e-wallets had their biometric information collected and verified against chip-embedded CCCDs through e-wallet applications. In addition, the Vietnam National Credit Information Center (CIC), in coordination with C06 ( Ministry of Public Security ), completed 7 rounds of data verification and cleaning for approximately 57 million customer files; 96 organizations have deployed chip-embedded CCCD cards via mobile applications, 63 credit institutions have deployed them via counter devices, and 47 organizations have deployed them via the VNeID application…

Regarding the impact of Project 06 on the banking industry, Mr. Nguyen Quang Huy, Executive Director of the Finance and Banking Faculty at Nguyen Trai University, believes that supporting the accurate and consistent verification of information helps reduce traditional procedures, shorten service access time, and increase transaction consistency. This contributes to enhancing convenience and creating a sense of security for service users in the digital environment; at the same time, it helps make the digital banking experience more seamless and user-friendly, thereby supporting the expansion of cashless payments and the implementation of payment programs for public services linked to daily life.

The practical implementation of Project 06 at credit institutions has yielded many tangible benefits. For example, Agribank has actively connected and applied data to banking operations through its ecosystem of smart touchpoints, supporting the collection, verification, and cleaning of customer information. Most recently, the bank has deployed a Smart Kiosk system at its transaction points, enabling customers, especially in rural areas, to scan their faces, read their Citizen Identification Card (CCCD) data, and verify it against the population database; customers can also register for services by scanning a QR code on the VNeID application. For corporate customers or foreigners who do not use CCCD, information collection and verification are still carried out through Smart Kiosk or electronic devices used by tellers.

In line with the direction of data connectivity and electronic identification, linking bank accounts with VNeID has also been widely implemented. A prime example is the recent National Day on September 2nd, when citizens were able to link their bank accounts on the VNeID application to conveniently receive social welfare payments as instructed by authorities. This demonstrates that electronic identification and authentication not only support banking operations but also become an important bridge between financial services and social welfare policies and public services, thereby promoting cashless payments in daily life.

Besides its benefits, the implementation of Project 06 also supports enhanced operational safety and fraud prevention. “The direct connection with the National Population Database has created a fundamental change. Customer information is cross-referenced from the original data source, combined with biometric authentication and electronic identification, helping Agribank minimize the risks of forgery, fraud, money laundering… thereby significantly improving safety and transparency throughout the entire process,” said Agribank Deputy General Director Do Duc Thanh.

Sharing the same view, Mr. Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam's Regional Branch 2, stated that the effective exploitation and use of the National Population Database has created an important foundation for the development and application of technology in the management and administration of banking operations. Population data is directly linked to the legal status of customers. Therefore, this is a particularly valuable source of information in improving service quality, enhancing information security, and developing electronic banking products and services.

Mr. Nguyen Duc Lenh further analyzed that connecting and cross-referencing data from original data sources, combined with biometric authentication and electronic identification, has contributed to enhancing the transparency, discipline, and safety of the financial and banking system. Practical implementation shows that, thanks to the synchronized application of technological solutions under Project 06, the number of individual customers being defrauded has decreased significantly. At the same time, credit institutions have completed the cleaning of all individual and corporate customer records with transactions conducted through digital channels.

Continuing the effective implementation of Project 06 will help the banking sector improve its management capacity, innovate its operating methods, and better meet the capital and financial service needs of businesses and the economy in the context of increasingly profound digital transformation.

Along with data platforms and authentication solutions that enhance system security, the effectiveness of Project 06 also largely depends on the readiness of the people. Mr. Nguyen Quang Huy from Nguyen Trai University believes that one of the crucial conditions for Project 06 to continue to be effective in the coming period is the development of digital skills for people of all ages. Because digital transformation is not just about technology or infrastructure, but first and foremost about people – those who directly use, interact with, and create in the digital environment. Improving digital skills helps people be more proactive in accessing and using digital banking services, cashless payments, and other digital utilities. With sufficient digital competence, people can not only use services more efficiently and safely, but also participate more deeply in digital economic activities, thereby expanding job opportunities, business, and innovation.
