Conditional opening of 30 km of the North-South expressway, Dien Chau - Bai Vot.
The project enterprise will make its own decisions and bear full responsibility for putting the main section of the North-South Expressway, Eastbound, from Dien Chau to the National Highway 46B interchange, into operation.

This is one of the points in the official letter recently sent by the Ministry of Transport to Phuc Thanh Hung Investment Joint Stock Company (the project enterprise) and Project Management Board 6 regarding the conditional commissioning of the main expressway section from Dien Chau to the National Highway 46B intersection, part of the Dien Chau - Bai Vot section investment and construction project.
Accordingly, based on the opinions of the State Inspection Council on the acceptance of construction works and the report of the project enterprise, the Ministry of Transport requests the project enterprise (investor) to consider, make its own decisions, and take full responsibility for putting the main section of the Dien Chau - National Highway 46B interchange of the Project into operation, ensuring the functionality and operational safety of the project in accordance with current regulations.
The project enterprise is responsible for coordinating with local authorities where the project passes through and relevant agencies and units to manage and operate the works in accordance with the traffic organization plan for temporary operation approved by the Vietnam Road Administration. At the same time, it must urgently and intensively direct contractors and related units to implement the work contents as required by the State Inspection Council on the acceptance of construction works and the opinions of the Construction Investment Management Department (Ministry of Transport).
Project Management Board 6 continues to exercise the rights and obligations of the competent State agency as stipulated in the BOT contract and other relevant regulations, urging and directing the project enterprise to promptly complete the auxiliary works of the section (protective fences; access roads; control building, etc.) and complete the construction of the section from National Highway 46B to the intersection with National Highway 8A to complete the entire project, meeting the progress requirements of the Prime Minister .
The Dien Chau - Bai Vot component project, invested under the PPP method, has a total length of 49.3km. In the final design phase, it will be a highway with a design speed of 100-120km/h, except for the Than Vu tunnel which has a design speed of 80km/h; the phased investment will have a scale of 4 lanes and a roadbed width of 17m.
The total investment for the entire project is VND 11,157.82 billion, of which approximately VND 5,090.08 billion comes from investors and approximately VND 6,067.73 billion from the state budget. The selected investors are a consortium comprising Hoa Hiep Co., Ltd., CIENCO4 Group Joint Stock Company, Nui Hong Investment Co., Ltd., Truong Son Construction Corporation, and VINA2 Investment and Construction Joint Stock Company; the project enterprise is Phuc Thanh Hung Investment Joint Stock Company.
The section of the Dien Chau - Bai Vot component project, which is open to traffic, is approximately 30km long (from the intersection with National Highway 7 to the intersection with National Highway 46B), passing through the districts of Dien Chau, Nghi Loc, and Hung Nguyen in Nghe An province.
The route has two interchanges: the N5 interchange at Km445+891.12 and the National Highway 46B interchange at Km458+680; the starting point is at Km430+00, in Dien Cat commune, Dien Chau district, connecting to the end point of the Nghi Son - Dien Chau component project; the exit point is at the National Highway 46B interchange (Km458+680), in Hung Tay commune, Hung Nguyen district, Nghe An province.
The project commenced in May 2021 and has now been largely completed, with the initial section leading to the intersection with National Highway 46B, spanning approximately 30km; the remaining section will be completed in June 2024.
