On the morning of April 11, under the chairmanship of Prime Minister Pham Minh Chinh , the Government held a thematic session on law making in April 2024 to discuss the Draft Law on Value Added Tax (amended); Plan to use increased revenue sources and save regular expenditures of the state budget in 2023.
Attending the meeting were Deputy Prime Minister Tran Hong Ha; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches and central agencies.
At the meeting, after listening to the summary report on the revised Law on Value Added Tax (VAT), the Plan for using increased revenue sources and saving regular expenditures of the state budget in 2023 and the report on receiving appraisal opinions, delegates discussed important issues, especially the contents with different opinions.
Regarding the Draft Law on Value Added Tax (amended), delegates said that the completion of regulations on value added tax policies to cover all revenue sources, expand the revenue base; ensure transparency, ease of understanding, and ease of implementation of the law, contribute to improving the capacity and effectiveness of tax management activities; ensure correct and sufficient collection to the state budget.
Delegates proposed to clarify and amend and supplement contents related to taxpayers; products, groups of goods and services subject to value added tax, especially products, goods and services that need tax incentives in accordance with the Party's policies and guidelines, national development strategies such as products and services serving the three strategic breakthroughs, digital transformation, green transformation, innovation, high-value-added industries, press and publishing publications to promote the image, country and people of Vietnam abroad...
Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and active preparation of the contents by the ministries and agencies, and their serious acceptance and thorough and well-founded explanations; highly appreciated the dedicated, responsible and in-depth opinions of the Government members and delegates; assigned Deputy Prime Minister Le Minh Khai to direct the Ministry of Finance to seriously and fully accept the opinions of the Government members, complete the projects and plans according to regulations, and ensure progress and quality.
In particular, Prime Minister Pham Minh Chinh requested to review, supplement, amend and complete the draft law to improve the capacity and efficiency of tax management activities; ensure correct and sufficient collection to the state budget; ensure correct principles, processes, procedures, decentralization and delegation of power; promote the application of digital technology, no cash use...
The Prime Minister directed that tax policies must be appropriate for priority sectors, while contributing to removing bottlenecks and limitations posed by reality, ensuring harmony of interests of the State, people and businesses such as: encouraging innovation, science and technology, emerging industries; encouraging deep processing, domestic production; encouraging exports, reducing imports; preventing smuggling, combating tax losses in tourism services...

Basically agreeing with the opinions of the delegates on the Plan to use increased revenue sources and save regular expenditures of the State Budget in 2023, the Prime Minister requested to properly implement the Budget Law, but must have a focus, key points, harmony, rationality, fairness, publicity, transparency; especially giving priority to areas implementing the goals set by the 13th National Party Congress, including prioritizing breakthroughs in infrastructure, especially transport infrastructure.
Regarding the key task of institution building in the coming time, the Prime Minister requested relevant ministries and agencies to actively prepare to serve the 7th Session of the 15th National Assembly.
Stating that the number of draft laws submitted by the Government to the National Assembly at this session is very large (18 draft laws) and with 52 different documents, the task is therefore very heavy, the Prime Minister requested Ministers and Heads of ministerial-level agencies to focus resources, lead and direct the completion of draft laws in accordance with the provisions of the Law on Promulgation of Legal Documents; take responsibility for the content and quality of draft laws, and not allow the situation of intentionally inserting provisions of group interests and local interests.
The Head of Government directed the urgent drafting, submission and promulgation of documents detailing and guiding the implementation of laws and ordinances passed by the National Assembly.
Accordingly, ministers and heads of ministerial-level agencies focus on leading and directing the acceleration of the drafting, submission and promulgation of documents detailing laws and ordinances that have taken effect since January 1, 2024; urgently complete and submit to the Government and Prime Minister for consideration and promulgation of documents detailing the Land Law, the Law on Credit Institutions, the Housing Law and the Real Estate Law, before May 15, 2024.
The Minister of Justice shall monitor, urge and inspect the issuance of detailed regulations by ministries and ministerial-level agencies; report and recommend to the Prime Minister to consider and handle responsibilities in cases of delay or debt in issuing detailed regulations.
Emphasizing the need to continue investing more in the work of building and perfecting institutions, removing bottlenecks, and unblocking all resources to serve socio-economic development, Prime Minister Pham Minh Chinh directed to promote the role of leaders, leaders of ministries, branches, and localities directly leading the work of building and perfecting institutions; focusing resources, having more recruitment and preferential policies for officials and civil servants working in legal affairs, especially the work of building and perfecting institutions.
At the same time, further shorten the process of amending and supplementing legal documents to meet practical requirements; prevent and combat group interests and policy corruption in the process of developing and promulgating legal documents, and strictly handle violations.
The Prime Minister noted that ministries and branches must strengthen their policy response capacity, promptly amend to immediately remove difficulties, obstacles and shortcomings, especially in the fields of production and business; promote decentralization, decentralization, reform, reduction and simplification of administrative procedures, business conditions, and reduce compliance costs for people and businesses right in the process of building laws and ordinances.
At the same time, we will unleash all resources for socio-economic development; research and propose the development of new legal regulations to adapt to the Fourth Industrial Revolution and innovation; unleash and promote the development of digital economy, green economy, circular economy, and emerging industries and fields.
The Prime Minister emphasized strengthening coordination between ministries and agencies in the process of building, receiving and perfecting draft laws and ordinances; strictly implementing the Government's working regulations; listening to opinions of experts, scientists, practical activists, and absorbing opinions of businesses and people, in the spirit of 3 together (listening and understanding together; sharing vision and action together; and working together, enjoying together, winning together and developing together).
At the same time, continue to refer to international experience, absorb contents suitable to our country's conditions; strengthen policy communication, especially communication in the process of building and promulgating laws, creating consensus and effectiveness in the process of building, promulgating and enforcing laws.
