Many "bottlenecks" need to be dealt with
Component 2 of the project, from National Highway 1 to Ca Na General Seaport, started construction in mid-May 2025. To date, the units have completed about 25% of the contract value, including: Excavation and filling of roadbed, construction of horizontal drainage system and auxiliary works. According to the Provincial Construction Investment Project Management Board (the project investor), the project progress has not met the set requirements due to many problems in site clearance and handling of construction materials.

The route passes through 60 households, 1 organization (Ca Na Salt Joint Stock Company) and 42 households representing 324 graves that need to be relocated. Up to now, 55/60 households and 22/42 households with graves have been paid; however, there are still 5 households and 20 groups of households with graves that need to be relocated that have not agreed. In particular, 2 households at the intersection of National Highway 1 (Thuan Nam commune) have not yet handed over the site despite repeated efforts by authorities at all levels, inspections and a clear resolution by the court. The Provincial People's Committee issued Document No. 5048/UBND-XDND, dated October 7, 2025, assigning the locality to handle the matter thoroughly before October 17, 2025.
In Ca Na commune, there are 3 households with houses built on agricultural land that are not eligible for compensation; 114 graves out of 324 graves that need to be relocated have not been relocated because people believe that the support price is still low. In addition, the Eo Ngua Cemetery area has 230 graves within the construction area. The construction of rock excavation by blasting method may affect neighboring graves; the construction unit proposed to relocate about 250 additional graves or raise the roadbed appropriately to limit blasting, speeding up the project progress.
The project also generated more than 670,000m³ of excess soil and rock, which was expected to be used to fill the Ca Na Industrial Park. However, because the industrial park has only been approved for phase 1 investment, a part of this soil and rock volume must now be temporarily gathered, affecting people's land and causing complaints.
Mr. Pham Minh Tan - Director of the Provincial Construction Investment Project Management Board said: "Some households at the intersection with National Highway 1 have not received compensation and have sent people to prevent construction. Although the Commune People's Committee has organized protection for construction, the households still fiercely prevent it. The project has a large total capital, so far only 87/173 billion VND has been disbursed; there are only 2.5 months left until the end of the public investment capital period. If there is no land, at the end of the year, with heavy rain, it will be very difficult to complete the project."
Determined to complete on schedule
According to the report of the People's Committee of Ca Na commune, the project has 7.86km of road passing through the commune, 100% of the area has issued a land recovery decision. In the locality, there are still 3 households that built houses on agricultural land before, now do not have enough basis for compensation when clearing the land. In addition, 6 households have received 70% of the payment but refuse to hand over the land. Mr. Dinh Van Hoa - Chairman of the People's Committee of Ca Na commune said: "The commune continues to work with the investor to propagate and mobilize people to understand the policies and laws. In case of deliberate delay, the People's Committee of the commune will develop a plan to organize enforcement to hand over the land for the project".

At the inspection, Vice Chairman of the Provincial People's Committee Le Huyen requested relevant units to strengthen coordination to completely resolve the existing problems in site clearance, and promptly hand over to the construction contractor. He requested the People's Committees of Thuan Nam and Ca Na communes to promptly handle the problems, focus on propaganda, have specific and effective solutions in accordance with legal regulations, and ensure the handover of the entire clean site before October 17, 2025. Regarding surplus materials, he assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction and the Provincial Management Board of Economic Zones and Industrial Parks to inspect and advise on specific handling plans, and report before October 14, 2025. He also noted that investors and contractors have detailed plans to mobilize maximum human resources and means, both to speed up progress and ensure technical quality, safety and environment.
Mr. Pham Minh Tan - Director of the Provincial Construction Investment Project Management Board said: "The Board will closely coordinate with local authorities, strengthen supervision, urge contractors to perform construction, and promptly handle any arising issues. Resolutely focus all efforts, strive to complete the project on schedule in 2025, ensure the progress of public investment disbursement and effective exploitation of the project".
With the strong direction of the provincial leaders and the sense of responsibility of agencies and localities, the Project of the Road connecting the North - South Expressway with National Highway 1 and Ca Na General Seaport is expected to be completed soon, contributing to expanding the development space for the southern region of the province, creating a driving force to promote socio-economic development, attract investment, and improve people's lives.
MR. TUAN
Comrade LE HUYEN - Vice Chairman of the Provincial People's Committee: This is a key transport project, of strategic significance and effective exploitation of Ca Na General Seaport, connecting the region with the Southern Central Highlands. Localities and units must consider this a political task, handle it resolutely, and absolutely not delay.
Component 2 Project - Section from National Highway 1 to Ca Na General Seaport is one of three components of the Project of Road connecting the North - South Expressway with National Highway 1 and Ca Na General Seaport, invested by the Provincial Construction Investment Project Management Board. The project was started on May 15, 2025, with a total investment of more than 260.7 billion VND, implementation period from 2022 to 2025.
The route is 12.86 km long, passing through the two communes of Thuan Nam and Ca Na. This is a level III plain road, with a design speed of 80 km/h, ensuring technical standards for regional main routes, serving the transport of goods to ports and industrial zones. The road has a 16m wide base, 12m road surface, and a 7cm thick asphalt concrete layer; bridges, culverts, and drainage works are invested synchronously, in accordance with the scale of the base and road surface. The traffic safety system, signs, longitudinal ditches, and road boundary markers are designed according to national standards.
