1. Exactly 71 years ago, the heroic historical tradition of Thang Long - Hanoi had another brilliant milestone: October 10, 1954 - Capital Liberation Day. This important event marked the complete defeat of French colonialism in Vietnam, paving the way for the era of independence and progress to socialism of the country. But it took more than 20 years for the country to have peace and unity after a great long journey full of loss and pain: the Resistance War against America to save the country.

After 50 years of national unification, 40 years of renovation, 17 years of unification, Hanoi has taken on a new look, shaped a new mindset, a new stature. It is the capital of a country of more than 100 million people, confidently carrying the pioneering flag with the country entering a new era - an era of strong development towards two 100-year goals for a strong, prosperous and happy Vietnam.

In 1954, Hanoi only had an area of ​​about 152 square kilometers with a population of about half a million people. The economy began to recover after the war, but in general it was extremely difficult. By the 10th City Party Congress (October 1986) before the Party's "Renovation Congress", Hanoi's economy was still very difficult. The political report presented to the congress when assessing the socio-economic situation commented: "The capital's industry and handicrafts still have many weaknesses in both production and economic management. The shortage of materials, energy and spare parts still occurs regularly...".

After the congress, thanks to the renovation, Hanoi's economy gradually improved. Five years later, at the 11th Congress of the City Party Committee, the Political Report noted: "State-owned enterprises' budget contributions in 1990 increased 7 times compared to 1987", "export turnover reached 34 million dollars and 51 million rubles"...

From hardships and difficulties, with extraordinary will, determination and determination to innovate, Hanoi has gradually "changed its skin". The city is not only built on a large area and a large population, but its economic scale has also affirmed its extremely strong growth. Hanoi's economic scale has now reached about 63 billion USD, 1.42 times higher than in 2020. The gross regional domestic product (GRDP) per capita is about 7,200 USD. Hanoi's contributions to the country are also getting bigger and bigger. If in 1990, Hanoi only contributed 5.45% to the country's gross domestic product (GDP) growth, in 2008 it was 11.05%, then from 2016 to now it has always been 16% or more. Hanoi's economy currently accounts for 41.54% of the Red River Delta and 12.6% of the whole country.

From a war-torn city, Hanoi today has become the national political and administrative center, the heart of the country, a major center of economics, culture, education - training, science - technology, international integration, playing the role of a driving force for regional and national development. The appearance of the city is increasingly spacious and modern. In which, the unique mark of the 17th Congress of the City Party Committee is very great. The city has put into operation 2 urban railway lines, inaugurated the largest National Exhibition Center in Southeast Asia, started construction of Ring Road 4 - Hanoi Capital Region; started construction of a series of large projects bearing the mark of the times such as Tu Lien Bridge, Ngoc Hoi Bridge, Thuong Cat Bridge, Tran Hung Dao Bridge, Ngoc Trai Theater, urban railway line No. 2 (Nam Thang Long - Tran Hung Dao) and will soon start construction of the Park on both sides of To Lich River...

Hanoi today is not only the capital with a thousand-year history and culture, but also a dynamic, vibrant city, which has just been given new energy from the revolution of arranging administrative units, arranging development space, and organizing a 2-level local government model close to the people, serving the people.

In these historic October days, the Party Committee, government and people of the Capital are joyfully looking forward to the 18th Congress of the Hanoi Party Committee for the 2025-2030 term, scheduled to take place from October 15 to 17, 2025. The Congress is of special importance to the development of Hanoi in the new historical period of the country; affirming the determination of the Party Committee and people of the Capital to pioneer in conquering major development goals in the new period.

Compared to before, this is the time when Hanoi has all the conditions in terms of politics, legal mechanisms, planning, and trends of the times, which are very favorable for development. The political basis is Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", the legal mechanism basis is the Capital Law 2024; planning is 2 strategic plans, including: Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065. The trend of the times is the 4.0 Industrial Revolution, the age of technology, the digital age, the age of artificial intelligence (AI)...

Working with the Standing Committee of the Hanoi Party Committee before the two-level local government model came into operation, General Secretary To Lam said that in order to make the most of favorable conditions, Hanoi needs to continue to promote its cultural and heroic traditions, the particularly important position of the capital in the Red River Delta and the whole country, enhance the spirit of dynamism, creativity, daring to think, daring to do, continuing to innovate thinking, ways of thinking, and ways of doing things to make Hanoi develop more strongly and comprehensively, becoming a typical city of the whole country in all aspects.

Implementing the direction of the General Secretary, the draft document submitted to the 18th City Party Congress fully demonstrated the spirit and determination of innovation, pioneering and breakthrough. With 2 goals corresponding to the 2 100-year goals of the country, 43 targets, 3 breakthroughs, 10 tasks and solutions, the document concretized the guiding ideology of the Central Committee, of General Secretary To Lam, and at the same time transformed 7 strategic resolutions of the Politburo into the reality of the Capital. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", Hanoi is determined to promote the thousand-year tradition of civilization and heroism; unite to build a clean and strong Party organization; pioneer and make breakthroughs in the new era; develop a civilized, modern and happy Capital.

In particular, the City Party Committee has prepared two action programs to implement the resolution, clearly defining 62 tasks, projects, and plans on Party building and the political system; 122 tasks, projects, projects, and implementation plans, especially identifying 18 groups of works and projects that must be started and completed in the new term with a total investment of about 5 million billion VND.

Continuing the glorious history that made its name, Hanoi is stirring up a new source of development with great aspirations and new projects and constructions.

It has become an annual tradition that the anniversary of the Capital Liberation Day is an occasion for Hanoi to honor outstanding citizens of the Capital, good people and good deeds, and launch a patriotic emulation movement.
