Correctly answering 15/15 multiple choice questions for citizens and accurately predicting the number of people who answered correctly, Le Thi Nha Uyen, a second-year student from the Faculty of Nursing, Hue Medical College, excellently won the first prize in the citizen group in the first week of the online contest to learn about administrative reform work of Hue city in 2025.

Uyen said she learned about the contest through her class group, and the Youth Union Secretary sent her information. Seeing that the rules were easy to understand, she decided to register for the individual contest. The test set included 15 questions about administrative reform policies, rights and obligations of citizens in participating in administrative reform, and Uyen answered all of them correctly thanks to studying the documents beforehand. “I just saw this as an opportunity to test myself and learn more. So when I was announced as the winner of first prize, I was surprised and very happy. After the contest, I understood more clearly how important administrative reform is in daily life. That made me feel closer to the government,” Uyen shared.

If the contestants of the people's block created a new highlight for the contest, then for the cadres, civil servants and public employees (CBCCVC), this is an opportunity to improve their knowledge and strengthen their service spirit. Ms. Vo Thi Thanh Van, an officer of the People's Council - People's Committee Office of Phu Vinh commune, excellently won the first prize for the CBCCVC block of week 1. Ms. Van said: "Every year I participate in the contest. Each time I compete, I learn new regulations and new skills to serve the people better. This year, I was lucky to win a high prize, I am very happy and consider it a motivation to try harder in the next contests".

Join hands in administrative reform

According to the contest organizers, the first round of the contest took place from 0:00 on September 29 to 24:00 on October 5, 2025, attracting 25,980 participants, including 1,581 citizens (accounting for about 6% of the total number of candidates). Regarding the quality of the exam: 5,945 papers had 100% correct answers (23.53%), 11,228 papers had 75% or more (43.2%), 7,851 papers had 25 - 75% (30.2%) and 956 papers had less than 25% (3.68%), of which 16 papers did not answer any questions correctly.

Mr. Tran Minh Long, Deputy Director of the Department of Home Affairs, Deputy Head of the Organizing Committee of the contest, said that after four years of organization, the online contest to learn about administrative reform work has become an annual activity with widespread influence. This year, for the first time, the city expanded the contest subjects to the people, instead of only within the scope of civil servants and public employees as in previous years. This expansion clearly demonstrates the spirit that administrative reform is the task of all people, encouraging people to participate and accompany the government in the innovation process.

The contest organizers continue to apply the Hue-S digital platform throughout the entire contest process, from registration, taking the test to grading and announcing the results, helping contestants easily access and monitor, while increasing publicity, transparency and interaction. This is a way to concretize the policy of building a digital government, aiming at a government serving the people, taking people's satisfaction as a measure of reform effectiveness.

To create attraction and encourage participation, the organizing committee designed a rich award structure, including both individuals and groups. Each week, 6 outstanding individuals are honored, including 3 individuals from the civil service sector and 3 individuals from the people sector. Collective awards are considered according to the participation rate and quality of each unit and locality.

The online contest to learn about administrative reform in 2025 takes place in 4 weeks (from September 29 to October 26, 2025). Every citizen, whether an official, student or worker... can easily participate with just a few operations on their smartphone through the Hue-S platform.

Through each round of the exam, each correctly answered question is not only a demonstration of understanding, but also a vivid expression of the spirit of citizenship in the digital age, where the government and the people work together to create a modern, serving and people-friendly administration.
