Urgently address outstanding issues in the National Digital Transformation Program.

Digital transformation has become a movement, a trend, an objective requirement, and a strategic choice for economic development.

Digital transformation has reached every street, knocked on every door, and touched every person.

The Government Office issued Notice No. 344/TB-VPCP summarizing the conclusions of the conference reviewing the first six months of 2024 on national digital transformation and Government Project 06.

The announcement stated: Digital transformation has become a movement, a trend, an objective requirement, and a strategic choice for economic development. The Government and the Prime Minister 's leadership and management have been decisive, systematic, and more practical and effective. Implementation from the central to local levels has been carried out synchronously and actively, yielding tangible results and gaining the support and active participation of the people and businesses. Digital transformation has reached every street, every house, and every individual. The confidence of all levels, sectors, localities, people, and businesses has been strengthened and enhanced, contributing to inspiring and creating new momentum for development.

In the first six months of 2024, the national digital transformation and implementation of Project 06 achieved several positive results, including: (i) Leadership, direction, management, and implementation were carried out decisively and synchronously with high determination from the central to local levels; (ii) The work of perfecting institutions, mechanisms, and policies to create a legal framework and favorable conditions for national digital transformation and Project 06 was actively implemented; (iii) The digital economy and digital society continued to develop strongly in many fields; (iv) Digital infrastructure and digital platforms received investment and made progress; (v) National and specialized databases were deployed vigorously; data connectivity, integration, and sharing made progress; (vi) The provision of online public services to citizens and businesses was promoted.

Besides the positive results, there are still limitations and shortcomings that need to be addressed promptly in the coming time: (i) The development and improvement of institutions and policies are not yet timely and synchronized; (ii) Many tasks according to the National Committee's Plan on Digital Transformation and Project 06 have not been completed on schedule; (iii) The development of the digital economy is not commensurate with its potential, investment is still scattered and does not ensure the set plan, making it difficult to achieve the goals by 2025; (iv) The development of digital infrastructure, digital platforms, and digital data has not met development requirements and has not made breakthroughs; the situation of "fragmented and isolated information" has not been overcome; many villages and hamlets still lack fiber optic cables, and many areas have weak signal and electricity coverage; (v) Information security and cybersecurity have not received adequate attention, and the situation of cyberattacks, especially ransomware and online fraud, has increased sharply in recent times; (vi) The reduction and simplification of administrative procedures are still slow; the quality of online public service provision is not high; (vii) Human resources for digital transformation and Project 06 still do not meet the requirements in terms of both quantity and quality, especially highly qualified human resources, and their distribution is uneven.

Key tasks for the last six months of 2024

In the final months of 2024, Prime Minister Pham Minh Chinh requested that Ministers, heads of ministerial-level agencies and government agencies; and chairpersons of People's Committees of provinces and centrally-administered cities continue to raise awareness of the role, position, and importance of digital transformation, especially the development of the digital economy, particularly the building of databases. The goal is to place citizens and businesses at the center and as the main actors in the national digital transformation, with the ultimate objective being to serve the people and businesses.

Simultaneously, directly guide the focused digitization of data, building databases for their respective ministries, sectors, and localities; connect and share with national databases and databases of other ministries, sectors, and localities to enrich data; and comply with regulations regarding information and data classified as national secrets that cannot be shared. Mobilize the participation of domestic enterprises in building and developing digital infrastructure, information systems, and databases to serve digital transformation.

By 2025, 100% of administrative procedure files will be tagged with personal identification.

Ministries, agencies, and localities shall complete the development of their respective digital transformation plans (similar to Plan 06) as assigned by the Government in point n, clause 1, Section I of Resolution No. 82/NQ-CP dated June 5, 2024, on the regular Government meeting in May 2024. They shall report to the Prime Minister on the results of research on draft sub-plans for digital transformation, ensuring connectivity with Plan 06, as assigned by the Ministry of Public Security in accordance with the task specified in point d, Section 18 of the Appendix of Tasks attached to Resolution No. 82/NQ-CP mentioned above.

The goal is to achieve 80% of fully online public services across all eligible administrative procedures on the National Public Service Portal by the end of 2024, with 40% of the adult population using online public services, and 90% of citizens and businesses satisfied with the handling of administrative procedures; and to achieve 100% personal identification in administrative procedure processing by 2025.

Urgently implement the tasks on promoting the digitalization of economic sectors as outlined in the 2024 Action Plan of the National Committee on Digital Transformation, issued under Decision No. 58/QD-UBQGCĐS dated April 19, 2024, including: perfecting institutions and policies; organizing sessions and conferences to promote the digitalization of sectors and fields; submitting to competent authorities for promulgation the Digitalization Plan for sectors and fields; and organizing its implementation according to the approved plan.

Expedite the implementation of 30 essential online public services (10/53 essential public services according to Decision No. 06/QD-TTg dated January 6, 2022, Decision No. 422/QD-TTg dated April 4, 2022, and 20 priority public services according to Decision No. 206/QD-TTg dated February 28, 2024), especially integrating and publishing the group of administrative procedures for business registration and tax registration on the National Public Service Portal; connecting and sharing data between databases on meritorious individuals, social welfare beneficiaries, poor households, and near-poor households with the provincial-level administrative procedure resolution information system.

Urgently focus on resolving all overdue and pending tasks assigned by the Prime Minister in the National Digital Transformation Program and Project 06. The four agencies and seven localities that have not yet issued their 2024 Digital Transformation Steering Committee Action Plans are required to complete them before July 20, 2024.

Develop a training program for human resources in digital transformation.

The Ministry of Information and Communications, in coordination with relevant ministries and agencies, will finalize the content and urgently complete and submit the "Strategy for the Development of Vietnam's Semiconductor Industry until 2030" to the Prime Minister for promulgation in July 2024.

Expeditiously develop and finalize the documents for the implementation of the Law on Electronic Transactions and the Law on Telecommunications (effective from July 1, 2024) for submission to the Government for promulgation. Promptly research and develop standards for national digital addresses in July 2024.

The Ministry of Information and Communications, in coordination with the Ministry of Education and Training and other ministries, sectors, and localities, will develop and implement a training program for human resources in digital transformation, including digital transformation training for leaders at all levels and training for the general education program.

The Ministry of Public Security advises on the development and submission to the Prime Minister of a Directive on accelerating the implementation of Government Resolution No. 175/NQ-CP dated October 30, 2023, to speed up the construction of the National Data Center; it also presides over and coordinates with the Ministry of National Defense and the Ministry of Information and Communications in monthly meetings to evaluate, guide, supervise, and protect the national information systems and databases, as well as the databases of ministries, sectors, and localities.

At the same time, in coordination with the Ministry of National Defence and the Ministry of Labour, Invalids and Social Affairs, research and propose improvements to the National Steering Committee on the search, collection, and identification of the remains of martyrs, in accordance with the actual situation and the implementation of Project 06 and the Law on Identity Cards, ensuring compliance with regulations.

Promoting the development of electronic payment infrastructure.

The State Bank of Vietnam, in coordination with ministries, sectors, and localities, is leading the development of electronic payment infrastructure and credit information infrastructure to ensure continuous, smooth, and secure operation, effectively meeting the diverse and rapidly increasing payment needs (online banking, internet payments, mobile payments, contactless payments, etc.).

The Ministry of Industry and Trade has developed and put into operation a shared database on e-commerce to serve tax management and other state management tasks as required by the Government.

The Ministry of Natural Resources and Environment should soon complete the national land database; connect and share it with the national population database in accordance with the law to serve data cleaning, ensuring that the data is "accurate, complete, clean, and relevant"...
