Khanh Hoa holds dialogue with commune-level officials and civil servants.

On the morning of May 22nd, the Khanh Hoa Provincial Party Committee organized a meeting and dialogue with officials and civil servants at the commune level. Comrade Tran Phong, Member of the Central Committee of the Party and Secretary of the Khanh Hoa Provincial Party Committee, and Mr. Nguyen Viet Hung, Chairman of the Khanh Hoa Provincial People's Committee, presided over the meeting.

Attending the meeting were leaders from various departments, agencies, and units, along with nearly 200 delegates including standing committees of Party committees, officials, and civil servants from 64 communes and wards in the province. This was the first meeting and dialogue organized by the Standing Committee of the Khanh Hoa Provincial Party Committee in 2026.

In his opening remarks, Khanh Hoa Provincial Party Secretary Tran Phong acknowledged the sense of responsibility and proactive adaptation of the commune-level officials and civil servants in implementing the two-tiered local government model, ensuring smooth operations and serving the people.

The Secretary of the Khanh Hoa Provincial Party Committee urged delegates to boldly point out shortcomings, overlapping issues, and difficulties in implementation; and to suggest areas where the province needs to focus its efforts. Representatives from departments and agencies should respond concisely, clearly, and with evidence, specifying concrete timelines for implementation; avoiding evasive answers or vague, superficial responses.

According to the summary at the conference, there were more than 200 opinions and recommendations focusing on the following groups of issues: the operating mechanism of the two-tiered local government model; building the political system; reorganizing the organizational structure and assigning officials; regulations and policies for officials, civil servants, and public employees at the commune level; administrative reform, digital transformation, innovation; funding for tasks at the commune level, etc.

At the conference, Mr. Nguyen Van Ninh, Vice Chairman of the Ninh Son Commune People's Committee, requested the province to expedite the surveying, updating, and completion of data so that the locality has a basis to serve the people more effectively.

Ms. Truong Thi Thu Thao, from the Party Committee of Nam Nha Trang Ward, suggested that the province consider supplementing the staffing appropriately; pay attention to training and professional development, and at the same time have a flexible mechanism regarding the time and form of learning so that cadres can improve their professional capacity.

Representatives from communes and wards expressed their opinions at the conference.

In his concluding remarks, Khanh Hoa Provincial Party Secretary Tran Phong acknowledged that many of the opinions expressed were accurate and addressed the current difficulties at the commune level, demonstrating the dedication, responsibility, and practical approach of the grassroots officials.

The comrade requested that departments, agencies, and localities consider the opinions and recommendations at the conference as practical issues that need urgent resolution; proactively and flexibly implement them in the spirit of working, reviewing, and perfecting simultaneously, without waiting, striving for perfection, or allowing work to become stalled or prolonged.

For matters that fall outside the province's jurisdiction, the province will compile the information and submit it to the central government for consideration and resolution.
