
The event takes place against the backdrop of Da Nang promoting the development of a Vietnam International Financial Center and researching testing mechanisms (sandbox) for blockchain and digital assets in the 2026-2030 period to create a favorable environment for innovation and attract international technology businesses.
According to Mr. Le Son Phong, Deputy Director of the Department of Science and Technology of Da Nang City, Vietnam is gradually perfecting the policy framework for new technology fields such as blockchain, digital assets, and digital transformation. In this trend, Da Nang identifies digital technology, innovation, and the knowledge economy as strategic development drivers, with blockchain, Web3, AI, and digital assets being particularly promising areas.
"Da Nang is researching and proposing controlled testing mechanisms for blockchain, digital assets, and new business models; while gradually forming a more transparent, favorable, and secure legal environment for businesses, investors, and technology developers," said Mr. Le Son Phong.

Assessing Da Nang's potential, Mr. Oscar Njuguna, Head of Membership, Vietnam International Finance Centre in Da Nang, stated that Da Nang has many favorable conditions for developing a Web3 ecosystem thanks to its central location, attractive living environment, and ability to attract international technology talent. The key factor in attracting Web3 developers is building a clear legal framework suitable for this innovation sector. The Vietnam International Finance Centre in Da Nang is working towards perfecting policies to create a favorable environment for technology businesses to operate and develop sustainably.
From the perspective of the startup community, Mr. Pham Bao Long, Founder of sqrDAO, noted that Da Nang and Central Vietnam are gradually forming a dynamic blockchain community with the strength of a force of "builders" directly developing products and technology solutions. However, for the Web3 ecosystem to develop more strongly, startups need support in terms of capital, opportunities to access investors to expand their market and bring their products internationally.
Mr. Pham Bao Long also proposed researching an "innovation visa" model for startups and "digital nomads"—remote technology workers—to attract global technology talent to work and start businesses in Da Nang.
