I am extremely excited and confident in the strategic orientations and aspirational development visions set forth in the draft Political Report submitted to the 1st Provincial Party Congress, term 2025 - 2030. The goal of turning Khanh Hoa into a centrally-run city, a strong growth pole of the whole country with the target of double-digit economic growth and building a peaceful and happy life for the people is not only a great source of motivation but also poses new responsibilities for the entire political system, including the field of vocational education. Accordingly, I propose a number of contents:

Firstly, strengthen the close connection between the “3 houses” (schools - enterprises - State). The province needs to have a specific mechanism for enterprises to deeply participate in the process of building programs, providing practice equipment, receiving and evaluating student quality. There are specific policies to attract and properly reward a team of good lecturers, experts, and leading engineers to participate in teaching and research.
Second, focus on and synchronize investment in high-quality vocational education. Prioritize budget and resources to upgrade facilities and training equipment to meet the 4.0 technology level, especially in the fields of energy (wind power, solar power, green hydrogen), semiconductor technology, automation and logistics. Especially for high-tech and renewable energy industries, it is necessary to build excellent practical training centers (Centers of Excellence), creating a real learning, practice and internship environment for students.
Third, promote retraining and upgrading skills for the existing workforce. Along with new training, there should be programs and policies to support retraining and new skills development for workers working in traditional industries to shift to high-tech industries, clean energy and high-quality services, meeting the requirements of economic restructuring in the province.
Fourth, human resource development must go hand in hand with building culture and professional ethics. In addition to professional skills, it is necessary to focus on educating workers in discipline, responsibility, creativity, aspiration to improve and environmental protection awareness. This is the foundation for building a peaceful, civilized and sustainable happy community.
As a unit directly involved in training human resources for two key areas: technology and energy - the pillars identified as the main growth drivers of the province, we have special expectations for breakthrough policies on developing high-quality human resources, linking training with the practical needs of key economic sectors. We believe that, with high political determination, centralized and unified leadership and specific mechanisms and policies issued, Khanh Hoa will create a spectacular transformation in the new term.
