Following the reorganization, Hoa Binh ward stands before new development opportunities along the legendary Da River. With a population of over 78,000 people, formed from the merger of 7 former wards, it is not only an urban core but also a symbol of aspirations for development, creating new growth momentum for the locality.

Strategically located, Hoa Binh ward stretches along both banks of the Da River and is connected by existing bridges as well as planned bridges, making it a focal point of development. According to the urban master plan until 2045, this area will be the administrative, cultural, commercial, and service center, aiming towards a modern, multi-functional city.

The Da River is not only a scenic axis but also a vital artery and driving force for development. Both banks of the river will be the site of major centers, developing according to a green, smart, and ecological urban model. In particular, the riverside areas will be prioritized for tourism, sports, entertainment, and the construction of high-quality public facilities, aiming towards a green and sustainable economy .

Alongside urban planning, the establishment of a two-tiered provincial and commune-level government model is a strategic step aimed at creating a streamlined, effective, and efficient administrative apparatus that is close to the people and directly serves the needs of citizens and businesses. Hoa Binh Ward has quickly reorganized its personnel, arranged facilities, and applied information technology to ensure the smooth operation of the new system, bringing practical benefits to overall development.

Mr. Nguyen Van Hoa, a witness to history, still clearly remembers Hoa Binh town in its early days. At that time, only National Highway 6 ran through it, with houses clustered together, a desolate landscape, and vast reed swamps on both banks of the Da River. Even in the early years after the province's re-establishment, it remained a poor town, little known to the public if it weren't for the Hoa Binh hydroelectric power plant. Trade was difficult, and the pontoon bridge was the only link between the two banks, but even that was fraught with challenges during the rainy season and floods.

However, over time, this riverside urban area has undergone a miraculous transformation, gradually expanding to meet the criteria of a Class III and then Class II urban area, and is now aiming to become a desirable place to live. A synchronized and integrated system of vertical and horizontal transportation routes has created a new appearance. The three existing bridges and a series of Hoa Binh 4, 5, and 6 bridges currently being planned and implemented open up vast urban development opportunities. Modern roads and neighborhoods have been formed, contributing to the creation of a cleaner and more beautiful city.

The central area of ​​Quynh Lam has now become "prime real estate" with a series of urban, commercial, and service projects. The left bank of the Da River is dotted with modern high-rise buildings, a bustling system of commercial services, restaurants, hotels, and entertainment areas. Residents enjoy high-quality healthcare, cultural, and educational services.

Mr. Nguyen Huu Luyen, Chairman of the Hoa Binh Ward People's Committee, affirmed: Hoa Binh Ward possesses all the necessary elements for strong development. It is a planned area for urban, resort, and tourism complexes, with many strategic transportation routes and key projects being considered for implementation in the near future.

Aiming to become a center for economic development, services, industrial zones, and new urban areas, Hoa Binh ward focuses on developing tourism along both banks of the Da River with cultural tourism types linked to diverse natural landscapes and a system of historical sites and national cultural identity. Many key projects have been completed, such as Hoang Van Thu and Ly Thai To roads, and the route connecting Hoa Lac – Hoa Binh with National Highway 6. Many large projects are preparing for commencement, such as the expansion of the Hoa Lac - Hoa Binh road under the PPP model; the Hoa Binh - Moc Chau expressway; and the project connecting Hoa Binh province's transportation and irrigation systems with the national transportation infrastructure system using ODA loans from South Korea. Simultaneously, the urgent project of the Pheo-Che flood control dike downstream of the Da River is being accelerated; as are the Binh Phu and Yen Quang industrial zones on the left bank of the Da River, contributing to the completion of transportation infrastructure, improving the landscape, and enhancing the quality of life for residents.

The merger not only expands the development space but also creates a continuous natural corridor, facilitating the planning of socio-technical infrastructure and administrative management, ensuring uniformity and connectivity. This is not only advantageous for state management and people's lives but also contributes to preserving and promoting historical, cultural, and national traditions, ensuring the unity and cohesion of the community.

In this new context, with great determination and aspiration, Hoa Binh ward is steadily moving towards the goal of becoming a civilized, modern, harmonious, and sustainable riverside service urban area with green architecture reflecting the unique identity along the Da River. This is not just a goal, but a promise of a better life for all residents.
