Da Nang's aspirations for a digital economy.

Da Nang is setting ambitious goals in digital economic development to enhance its competitiveness and build a smart, innovative, and livable city.

Strategic objectives

The first Congress of the Da Nang City Party Committee (2025-2030 term), which recently took place, identified the need to effectively implement specific mechanisms and policies, promote the development of the private economy, and maximize investment resources to transform the city into a growth pole of Vietnam.

Furthermore, the goal is to position Da Nang as a pioneering locality in the development of science, technology, innovative startups, and digital transformation; a center for high-quality culture, sports, education , and healthcare; and an attractive destination for the world.

In recent times, Da Nang has been implementing several important infrastructure projects such as: Lien Chieu Port, the free trade zone, the commencement of construction of the Viettel CNC building, and the International Data Center in the High-Tech Park... When these projects become operational, they will significantly contribute to boosting Da Nang's digital economy.

According to Plan No. 21-KH/TU dated September 10, 2025, of the Da Nang City Party Committee, which concretizes Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation in Da Nang city, the goal by 2030 is for the digital economy to reach at least 35-40% of the city's GRDP.

Other notable major goals of Plan No. 21-KH/TU by 2030 include: having at least one digital technology enterprise on par with advanced countries operating in the city; having at least two new submarine fiber optic cables put into operation; deploying at least two more concentrated information technology zones; having one more international data exchange station; having at least one more international data center; piloting and eventually officially trading digital assets using NFTs…

According to statistics, the digital economy accounted for approximately 24% of Da Nang city's GRDP in 2024. Da Nang's software export turnover reached 165 million USD, and the digital workforce accounted for about 8% of the labor force (the national average is 3%).

According to Vice Chairman of the Da Nang City People's Committee Ho Quang Buu, the city's target of having the digital economy account for at least 35-40% of its total GRDP is a very large number, requiring accompanying strategies and policies along with comprehensive digital transformation efforts. "For Da Nang, developing the digital economy is not only a strategic task to enhance competitiveness, but also the key to building a smart, innovative, livable, and sustainable city," said Mr. Ho Quang Buu.

Focus on key areas

According to Associate Professor Tran Minh Tuan, Director of the Department of Digital Economy and Society (Ministry of Science and Technology), the "formula" for success in the digital economy is to have a governance and operational platform; centralized data; artificial intelligence transformation; and human resource training.

The key areas that Da Nang needs to focus on to promote the digital economy include trade, tourism, culture, processing and manufacturing industries, logistics, agriculture, environment, and energy.

Associate Professor Tran Minh Tuan recommended that Da Nang needs a reasonable implementation roadmap. Specifically, the period from 2025 to 2026 should focus on investing in infrastructure and digital transformation of businesses.

During the period 2027-2028, the focus will be on developing an open data platform, AI applications, the Da Nang Free Trade Zone, and regional connectivity through piloting "borderless digital tourism," smart ports, and an international financial center.

According to Associate Professor Bui Quang Binh from the University of Economics (Da Nang University), the international financial center is a new and highly anticipated space for the development of the digital economy in Da Nang. It will be a convergence point for capital, technology, data, and human resources, and a "launching pad" for Da Nang's digital economy to reach regional prominence.

Associate Professor Bui Quang Binh also recommended a phased action plan for the Da Nang International Finance Center, outlining short-term, medium-term, and long-term options. This includes promptly announcing priority project lists, promoting digital banking, and creating digital testing spaces. In the medium term, it's necessary to establish a cluster of digital financial services linked to the Free Trade Zone, while simultaneously attracting fintech and green finance funding.
