
Construction of the resettlement area for the North-South high-speed railway in Truc Lam ward has reached 72% completion.
Currently, the construction project for the resettlement area serving the land clearance for the North-South high-speed railway line passing through the ward is being accelerated by the construction units. Mr. Nguyen Khac Duy, Director of Nguyen Duy Construction and Trading Co., Ltd., representing the joint venture of construction units, stated: “Immediately after the investor handed over the land, the unit mobilized manpower and equipment to accelerate progress. After nearly four months since the commencement date (January 31, 2026), the resettlement area project has reached approximately 72% completion. Currently, the unit is urgently completing the installation of the rainwater and wastewater treatment systems, then proceeding with laying crushed stone, asphalt paving, sidewalk paving, planting trees, and installing the lighting system. The unit strives to complete and hand over the construction site for the resettlement area by June 2026 as per the contract signed with the investor.”
The high-speed railway project passing through Truc Lam ward spans approximately 11km, requiring the acquisition of 83.97 hectares of land. This necessitates the relocation of 53 households to a resettlement area and nearly 450 graves. To facilitate land clearance, Truc Lam ward has planned a 2.3-hectare resettlement area with a total investment of 24.5 billion VND and a 1.26-hectare public cemetery with a total investment of 5.32 billion VND. Currently, compensation payments for the resettlement area have been completed for 26 households and one organization (the People's Committee of Truc Lam ward), totaling over 3.555 billion VND. Construction of the resettlement area is being expedited by the contractor.
The Dong Vang Industrial Park - Nghi Son Economic Zone project received investment approval from the Prime Minister in Decision No. 362/QD-TTg dated March 18, 2022. The project requires land acquisition and clearance in Tung Lam and Phu Lam communes (formerly), now Truc Lam ward, totaling 331.2 hectares. Of this, 303.38 hectares are used by households and individuals, 8.94 hectares are managed by the commune People's Committee, and 18.88 hectares are owned by economic organizations. The project has completed land acquisition and clearance for 240.1 hectares out of 331.2 hectares, with a total compensation and support cost of VND 83.02 billion. The remaining area (91.1 hectares) for which land clearance has not yet been completed includes 25 hectares scheduled for clearance in 2026. The ward is currently focusing on completing the necessary steps for this area, such as issuing land acquisition notices, conducting surveys and assessments, and processing compensation payments.
In 2026, Truc Lam ward was assigned as the investor to carry out land clearance for 15 projects with a total land area of 152.72 hectares. Mr. Nguyen Van Su, Vice Chairman of the People's Committee of Truc Lam ward, said: “To complete land clearance, the ward faced many difficulties due to a shortage of staff and limited capacity. To ensure the progress of land clearance, the ward established a compensation and land clearance council and assigned specific tasks to each member. Simultaneously, a contract was signed with the Nghi Son Area Investment and Construction Project Management Department to support land clearance. In addition, 50% of the staff from the Economic Department, Party and Fatherland Front officials were mobilized to support land clearance... Through this approach, the ward has so far completed land clearance for 22.12 hectares out of 152.75 hectares, reaching nearly 14.5%."
