Selling gold without a receipt is not easy.
Mr. Phan Van Dat (living in Go Vap district) and his wife took a set of jewelry and a plain ring to sell at a shop on Nguyen Van Luong street, Go Vap district. However, because the gold was a wedding gift, they did not have a receipt. After learning that the gold lacked a receipt, the shop owner pressured them to lower the price and demanded that Mr. Dat sign a document providing his personal information to prove the origin of the gold.
Meanwhile, Ms. Le Ngoc Quy (living in Thu Duc City) had to go to 2-3 different places to sell her gold jewelry because it was counterfeit and she no longer had the receipt. “I bought it because of the beautiful designs and didn’t intend to hoard it, so I didn’t keep the receipt. Now I need money, so I tried to sell it, but some gold shops wouldn’t buy it. The shops that did buy it offered a low price, and they reminded me to do thorough research before buying and selling gold and to keep the receipt for future reference,” Ms. Quy said.
A survey conducted by PV shows that most gold shops in Ho Chi Minh City comply with regulations requiring complete invoices and documents, with clear origin and source information, for the buying and selling of gold and jewelry. They also require customers to bring their citizen identification cards (CCCD) when buying or selling gold. “Customers will receive electronic invoices when buying. Conversely, when customers come to sell gold, we also require them to provide invoices and CCCD for verification. However, some customers still react negatively because they don't understand this regulation, so there are still many difficulties,” said Ms. Khanh Huyen, the owner of a gold shop in District 3.
Tighten regulations on gold trading requiring invoices.
According to Mr. Nguyen Van Dung, Chairman of the Ho Chi Minh City Goldsmiths and Jewelry Association, current regulations stipulate that products without verifiable origin will be temporarily seized and subject to administrative penalties. Therefore, the main difficulty for some businesses currently relates to documentation regarding the origin of gold, as in the past, transactions were not accompanied by invoices, making it impossible to prove the origin of gold jewelry products.
Earlier in March, the Prime Minister instructed agencies such as the State Bank of Vietnam, the Ministry of Public Security , the Ministry of Finance, and the Ministry of Industry and Trade to strengthen measures to manage the gold market. A representative from the Ho Chi Minh City Market Management Department stated that the unit had inspected 196 cases of violations, seizing 1,657 units of gold jewelry products with unclear origin, counterfeit trademarks, and other illegal activities, with a total value exceeding 14.2 billion VND.
Furthermore, the Ho Chi Minh City Market Management Department also coordinates with the General Department of Market Management to monitor gold sales on social media accounts; proactively coordinates with local functional forces, especially with the police and the State Bank of Vietnam's Ho Chi Minh City branch; and strictly implements operational measures to closely monitor individuals involved in gold trading activities that are subject to supervision as prescribed. Through this, it promptly detects, inspects, and strictly handles violations within the jurisdiction of the Market Management Department, especially smuggling, goods of unknown origin, and counterfeit goods.
