
The project has a total investment of over 778 billion VND, with the Vinh Phuc Regional Project Management Board as the investor; it is implemented using public investment funds, and the project implementation period is approximately 30 months.
The project involves reputable, capable, and experienced consulting firms and contractors, such as Vietnam Expressway Consulting Joint Stock Company; Truong Son Construction Corporation; Investment and Construction Joint Stock Company No. 18; and Elcom Telecommunications Technology Joint Stock Company.

The main construction package will involve the construction of a Class I transportation project, with a design lifespan of 20 years for roads and 100 years for bridges. Along with the main construction package, there are three other construction packages: Relocating the Ben Tre Canal regulating sluice gate; relocating the water channel; and constructing and relocating the electrical system.
The IC2 interchange at Km8+340, connecting Phuc Yen ward with the Noi Bai-Lao Cai expressway, is designed as a multi-level interchange in a trumpet-shaped configuration, with the main branch crossing the existing expressway via an overpass.

For the IC5 interchange at Km31+340 connecting National Highway 2C in Tam Duong commune with the Noi Bai-Lao Cai expressway, a multi-level interchange in a trumpet-shaped design will be constructed, with the main branch passing under the existing expressway via an underpass.
This is a key transportation project, of significant importance to the socio-economic development of Phu Tho province. The investment in the construction of the IC2 and IC5 interchanges will contribute to gradually completing the transportation infrastructure system according to the plan; and enhance effective connectivity between the local transportation network and the Noi Bai-Lao Cai expressway – a strategic national transportation artery.
