The project is invested in the form of public-private partnership, BOT contract type, with the People's Committee of Lang Son province as the competent State agency with a total investment of 11,024 billion VND. In which, the state budget capital participating in the project: 5,495 billion VND (3,500 billion VND from the central budget, 2,000 billion VND from the local budget); Investor arranged capital: 5,529 billion VND.
The value of the State capital supporting the construction of the project (excluding the costs of the competent authority, the contracting agency, the inviting party, the costs of the appraisal council, the unit assigned to the appraisal task and the costs of compensation, site clearance, and resettlement support) is 3,719 billion VND. The project is expected to be completed in 2026, with the toll collection and operation period being 25 years and 8 months.
The project is 60 km long, running through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city. The route includes the Huu Nghi - Chi Lang section, 43 km long, designed with 4 lanes for motor vehicles, 17 m wide roadbed; the section connecting Tan Thanh - Coc Nam border gate is 17 km long, with 2 lanes for motor vehicles, 14.5 m wide roadbed.
The completion of the Huu Nghi - Chi Lang border gate expressway project has contributed to reducing accidents and congestion at the intersection of the Bac Giang - Lang Son expressway with National Highway 1.
This is the first section of the North-South Expressway in the East. When the project comes into operation, it will join the Bac Giang - Lang Son Expressway and the Dong Dang - Tra Linh Expressway currently being deployed, contributing to synchronizing the expressway network, connecting major border gates in the North to major economic centers across the country, contributing to enhancing international trade, promoting the country's socio-economic development.
Previously, on March 6, 2024, the People's Committee of Lang Son province submitted a document to the Prime Minister requesting consideration of support of VND 5,600 billion from the central budget to ensure financial solutions and remove obstacles at the Bac Giang - Lang Son BOT project.
In April 2024, the People's Committee of Lang Son province issued Decision No. 688/QD-UBND approving the results of selecting investors to implement the Huu Nghi - Chi Lang expressway project under the BOT form. The sole participating investor and winning bid was the consortium of Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - 568 Construction Joint Stock Company - Lizen Joint Stock Company headed by Deo Ca Group.
