
At the groundbreaking ceremony, Mr. Tran Van Thi, Director of the My Thuan Project Management Board, informed that the My An - Cao Lanh expressway construction project is part of the Western North-South expressway system. When completed and put into operation, along with the Cao Lanh - Lo Te route and the Lo Te - Rach Soi route (currently being upgraded to expressway scale), the project will provide seamless connectivity from Ho Chi Minh City through Tay Ninh, Dong Thap, and An Giang , shortening travel time and reducing pressure on the Eastern North-South expressway, National Highway 1, National Highway 30, National Highway 80, and other nearby routes.

Speaking at the groundbreaking ceremony, Mr. Tran Tri Quang, Chairman of the People's Committee of Dong Thap province, said that the My An - Cao Lanh expressway is part of the socio -economic recovery and development program. This is an important route in the transportation network of Dong Thap province in particular and the Mekong Delta region in general, forming a strategic inter-regional transportation infrastructure, serving the goals of socio-economic development, security, and national defense of the entire region.
At the same time, it makes a significant contribution to achieving the goal of developing a synchronous and modern transportation infrastructure in accordance with the Resolution of the 13th National Congress of the Communist Party of Vietnam, "Building a synchronous and modern infrastructure system; prioritizing the development of a number of key national transportation projects," and the 10-year socio-economic development strategy for the period 2021-2030, which aims to complete 3,000km of expressways by 2025 and 5,000km of expressways by 2030.
The Chairman of the People's Committee of Dong Thap province requested relevant provincial departments and agencies, as well as localities where the project passes through, and all people in the project area, to create the most favorable conditions for the investor and construction contractor; to closely coordinate with the project investor, design consultant, supervision consultant, and construction contractor to implement the project ensuring labor safety, quality, and on schedule, and to bring the project into effective operation.

Also at the groundbreaking ceremony, Deputy Minister of Construction Pham Minh Ha requested the People's Committee of Dong Thap province to continue paying attention to and directing the land clearance work, completing and handing over all cleared land for the project in the third quarter of 2025. At the same time, he requested support in quickly resolving procedures related to material quarries and waste disposal sites for the project; ensuring security and order, and organizing convenient and safe traffic for the people during the project implementation.
The Deputy Minister of Construction requested the My Thuan Project Management Board to organize and manage the quality, progress, and investment capital throughout the project implementation process, ensuring strict adherence to the law; construction contractors, supervision consultants, and design consultants must ensure compliance with technical standards, mobilize modern machinery and equipment, and employ experienced personnel to execute the project on schedule and with quality, promptly meeting the expectations of the people.

The My An - Cao Lanh expressway construction project, with a length of 26.6 km, will be implemented in phase 1 with a scale of 4 lanes, a total investment of VND 6,128 billion, using USD 188 million in ODA loans from the Government of South Korea through the Economic Development Cooperation Fund (EDCF) and counterpart funds from the Government of Vietnam.
The project will be implemented over a period of 3 years (2025 - 2028). The starting point connects to National Highway N2 in Doc Binh Kieu commune, and the end point connects at the An Binh intersection (at the beginning of Cao Lanh bridge), in My Tra ward, Dong Thap province. The My An - Cao Lanh expressway construction project is invested by the My Thuan Project Management Board - Ministry of Construction.
