Commencement of many key projects connecting traffic in the Southeast region

(Chinhphu.vn) - On August 19, provinces and cities in the Southeast region started construction of a series of important traffic projects to strengthen connectivity and promote regional linkages, creating momentum for socio-economic development.

Dong Nai starts construction of 3 highways

Dong Nai province started construction of three expressways connecting the Central Highlands and South Central Coast with Long Thanh airport, seaport clusters and logistics systems of the Southern Economic Zone.

The three expressway projects include: Dau Giay-Tan Phu Expressway; expansion of Ho Chi Minh City-Long Thanh Expressway, part of the Ho Chi Minh City-Long Thanh-Dau Giay Expressway connecting Long Thanh Airport and the western North-South Expressway, Gia Nghia (Lam Dong)-Chon Thanh (Dong Nai) section.

The Dau Giay-Tan Phu Expressway Construction Investment Project (Phase 1) is the first section of the Dau Giay-Lien Khuong Expressway, part of the group of national key traffic infrastructure projects, invested by the Truong Hai-Son Hai Transport Infrastructure Development Construction Joint Venture under the PPP (public-private partnership) - BOT (build-operate-transfer) contract with a total investment capital of about VND 8,496 billion.

The route is over 60 km long, starting at Dau Giay intersection (Dau Giay commune, Dong Nai province) and ending at Phu Lam commune (Dong Nai province). The project is designed according to the standards of a class 100 expressway, with a design speed of 100 km/h and a scale of 4 lanes.

The construction period is expected to be 24 months, with completion on August 19, 2027. When put into operation, the expressway will contribute to completing the planned road and expressway network, creating a breakthrough in traffic connection between Dong Nai, Ho Chi Minh City, the Southeast provinces and the Central Highlands.

The project helps shorten travel time, reduce the load on National Highway 20, and at the same time promote the efficiency of expressways, beltways, ports and railways. This is also the premise for completing the Dau Giay-Lien Khuong expressway, promoting socio-economic development, tourism and ensuring security and defense; connecting the Central Highlands provinces through Lam Dong with Dong Nai to the Long Thanh international airport system, Phuoc An port, Cai Mep-Thi Vai port and Ho Chi Minh City.

On the same day, Component 1 Project of Investment in Construction of the North-South Expressway, western section, Gia Nghia (Lam Dong) - Chon Thanh (Dong Nai) was started.

Gia Nghia-Chon Thanh Expressway has a total length of about 124.13 km (the section through Lam Dong is about 23.1 km long, the section through Dong Nai province is about 101.03 km long); the expressway has a scale of 6 lanes in the completed phase, the roadbed width is 32.25 m, and the design speed is 120 km/h.

Component 1 project is invested under the public-private partnership (PPP) model. The consortium of Vingroup - Techtra Infrastructure Investment and Development Joint Stock Company was selected as the investor to implement the project with a total investment of nearly VND 20,000 billion. The project preparation and implementation period is from 2025 to 2027.

On the same morning, Vietnam Expressway Corporation (VEC) held a groundbreaking ceremony for the Ho Chi Minh City - Long Thanh Expressway expansion project.

This is a project implemented under the emergency construction decision, aiming to solve traffic congestion, enhance connectivity with Long Thanh International Airport and the seaport and logistics system of the Southern Key Economic Zone.

The project is 21 km long, starting at the intersection of Ho Chi Minh City's Ring Road 2 and ending at the intersection with Bien Hoa-Vung Tau Expressway (Dong Nai province); the total investment of the project is nearly 15,000 billion VND.

Ho Chi Minh City cooperates with Tay Ninh to start construction of Ho Chi Minh City - Moc Bai expressway

On the morning of August 19, the People's Committee of Ho Chi Minh City coordinated with the People's Committee of Tay Ninh province to start the investment project to build the Ho Chi Minh City - Moc Bai expressway (the package for bomb and mine clearance and relocation of technical infrastructure).

According to the Management Board of Investment and Construction of Traffic Works of Ho Chi Minh City (Transportation Board, the unit assigned as the investor), the investment project to build the Ho Chi Minh City - Moc Bai Expressway (phase 1) under the public-private partnership (PPP) method (BOT contract type) is a national key project.

The project aims to reduce traffic congestion and ensure traffic safety on existing National Highway 22; synchronize with Ring Roads 3 and 4; develop the industrial-urban chain Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai port associated with the Trans-Asia economic corridor; promote socio-economic development of Ho Chi Minh City and Tay Ninh in particular, and the Southeast provinces in general.

The project has a total length of 51 km, including 24.7 km passing through Ho Chi Minh City and 26.3 km passing through Tay Ninh province. The route starts from the connection point with Ring Road 3 in Phu Hoa Dong commune, Ho Chi Minh City and ends at the intersection of National Highway 22, Ben Cau commune, Tay Ninh province (about 7 km from Moc Bai border gate).

The total investment of the project is 19,617 billion VND. Of which, the State capital is 9,674 billion VND (accounting for 49.31%), including central capital of about 2,872 billion VND and Ho Chi Minh City budget capital of 6,802 billion VND. The capital arranged by investors and PPP project enterprises is 9,943 billion VND, of which the owner's capital is about 1,491 billion VND (equivalent to 15% of the total investment).

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Traffic Department, said that immediately after the Ho Chi Minh City People's Committee and Tay Ninh Provincial People's Committee approved the component projects, the unit urgently coordinated with departments, branches, sectors and local authorities where the route passes through to speed up the implementation progress. By the morning of August 19, the project had officially started the bidding package for mine clearance and technical infrastructure relocation, opening the series of important items of the Ho Chi Minh City - Moc Bai expressway.

Along with the implementation of the mine clearance and technical infrastructure relocation package, the Traffic Department is coordinating with consulting units to complete the design, estimate and select construction contractors. According to the plan, the construction packages of component project 2 (budget capital) will start construction in October 2025, while the packages of component project 1 (PPP capital) will start construction in March 2026. According to Mr. Phuc, the goal is to put the entire Ho Chi Minh City - Moc Bai expressway into operation by December 31, 2027.

From now until the end of the year, the Ho Chi Minh City Department of Transport will continue to implement a series of key projects such as expanding the Ho Chi Minh City - Long Thanh - Dau Giay expressway, starting construction of Ring Road 2 (sections 1 and 2), and completing the entire Ring Road 3 route by April 30, 2026.
