During the last Congress term, the Party Committee of the National Border Committee, under the leadership and direction of the Politburo , the Secretariat and the Party Committee of the Ministry of Foreign Affairs, carried out border and territorial work and achieved many outstanding achievements.
The border and national border markers are maintained, and the situation in the land border area is basically stable. Although some incidents occurred on the border, the functional forces of Vietnam and related countries have resolved them satisfactorily, not allowing them to become hot spots and affecting neighborly relations.
The work of opening and upgrading border gates, supporting the promotion of economic and trade exchanges, tourism development, and cultural exchanges across the border has been increasingly focused on, and investment has been boosted. The situation at sea has recently become extremely complicated, with many incidents of collision and tension between countries in the East Sea, threatening peace , security, and stability in the region.
However, thoroughly implementing the Resolution of the 13th National Party Congress on "resolutely and persistently protecting the independence, sovereignty , unity, territorial integrity of the Fatherland, sea, islands, and airspace; maintaining a peaceful and stable environment for national development", the National Border Committee has closely coordinated with relevant units, ministries, branches, and localities to promptly report and advise the Party and State leaders to deploy measures to protect Vietnam's sovereignty, sovereign rights, jurisdiction, and legitimate and legal interests at sea, maintaining a peaceful and stable environment for development.

In the coming time, the situation related to borders and territories, especially the situation in the East Sea, will continue to develop in a complex and unpredictable manner. Traditional and non-traditional security challenges and multi-dimensional disputes are increasing. Entering a new stage of development of the country, in a new era, an era of rising up, maintaining independence, sovereignty, unity and territorial integrity continues to be one of the strategic tasks, not only to protect national sovereignty but also to contribute significantly to economic and social development. The border is not only a line defining the limits of sovereignty, sovereign rights and jurisdiction over the territory but also a cultural and economic bridge between Vietnam and neighboring countries, with friends and partners around the world.
Faced with that context, border and territorial work requires upgrading both strategic thinking and implementation methods; it must be approached not only through the lens of management and sovereignty protection but also with a vision of development and integration.
Although the new situation has many challenges awaiting, there are also countless opportunities and favorable conditions to promote the values of border and territorial work, contributing to maintaining a peaceful and stable environment for development.
In the atmosphere of the entire Party and people making efforts to prepare for Party Congresses at all levels, towards the 14th National Congress of the Party, the 1st Congress of the Party Committee of the Ministry of Foreign Affairs is a special milestone, not only the result of the work of perfecting and arranging a streamlined, effective and efficient organizational apparatus, but also demonstrating the maturity of leadership thinking and comprehensive management of all aspects of foreign affairs, including border and territorial affairs.
The Party Committee of the Ministry of Foreign Affairs continues to promote its role as a political nucleus, a place to orientate ideology, lead actions and spread the spirit of innovation throughout the diplomatic sector. The implementation of border and territorial work is expected to have many new breakthrough results, bringing the country to a space of sustainable development, in harmony with other countries in the international community.
Border and territorial work is not only a regular and important strategic task of the country, but also a measure of the mettle, intelligence and solidarity of the entire political system.
