On July 14th, at a meeting to discuss and finalize the Government 's proposal on the 2026 legislative program, Minister of Justice Nguyen Hai Ninh emphasized that, due to the large number of laws requiring amendment and supplementation, it is first necessary to clarify the orientation and principles; and to agree on the method of drafting the laws to be amended and supplemented in order to facilitate the application, implementation, and use of the law.
According to the Minister, the priorities for inclusion in the 2026 legislative program are: projects that create a legal basis for streamlining the administrative apparatus and organizing local governments at two levels; projects serving the development of science and technology, innovation, digital transformation, and achieving double-digit breakthrough growth; comprehensive amendments or the enactment of new laws to ensure the progress of amendments and the consistency and uniformity of the law; and fourthly, addressing legal inadequacies and obstacles.
According to the draft proposal submitted by the Government, in the first six months of the year, the Government submitted 53 draft laws, ordinances, and resolutions to the National Assembly and the Standing Committee of the National Assembly for approval and comments. In the last six months of the year, the Government plans to submit 49 documents to the National Assembly and the Standing Committee of the National Assembly.
In addition, following the directives of the Politburo, the Central Steering Committee on institutional and legal reform, and General Secretary To Lam, the Government has directed ministries to review and propose amendments, additions, or replacements to several laws such as the Land Law, the Planning Law, the Urban and Rural Planning Law, etc., to be included in the agenda of the 10th session, and submitted to the National Assembly for consideration and approval in a single session.
Minister Nguyen Hai Ninh also noted that amending and supplementing the laws should not only involve revising the content regarding the decentralization of authority, but should strive for the most comprehensive revision possible, including the content on decentralization and delegation of power.
