
Change perceptions
After implementing the two-tiered local government model, Phuoc Nang commune has 10 villages with 1,874 households. Currently, the entire commune still has 274 poor households, accounting for 14.63%, and 203 near-poor households, accounting for 10.84%.
According to Ms. Nguyen Thi Thu Hiep, Chairwoman of the People's Committee of Phuoc Nang commune, the locality still faces many difficulties, especially in areas with a large ethnic minority population. A segment of the population still maintains outdated production practices and a mentality of waiting and relying on government support, affecting the effectiveness of sustainable poverty reduction. Based on this reality, the Phuoc Nang commune police, in coordination with the Vietnam Fatherland Front Committee of the commune, have developed a model of "Mobilizing a change in mindset and practices among ethnic minorities."
The model aims to raise awareness, change production mindsets, gradually eliminate outdated practices, and link mass mobilization efforts with the task of ensuring security and order and building safe residential areas. Mr. Ho Van Nong's household in Hamlet 6 was selected as a pilot model to implement support activities. Choosing a specific household not only provides practical support to the family but also creates a visual model for people in the community to learn from and follow.

Lieutenant Colonel Le Minh Hai, Head of Phuoc Nang Commune Police, said that before implementation, the commune police force coordinated with the commune's Fatherland Front to conduct a field survey, assessing the living conditions, needs, and development potential of the families. Based on that, they developed appropriate support programs, avoiding formality and ensuring practical effectiveness.
"The most important thing is to help people change their mindset, abandon the mentality of waiting and relying on others, and proactively rise up through their own labor. When awareness changes, actions will change, thereby creating positive changes in economic development and stabilizing life," Lieutenant Colonel Le Minh Hai shared.
In addition to disseminating information, the forces participating in the model also directly support people in applying scientific and technological advancements to production. They also actively encourage people to abide by the law and prioritize their children's education.
During the campaign to implement the model, the commune police, the Vietnam Fatherland Front Committee of the commune, and other organizations supported the construction of a sturdy bedroom for Mr. Ho Van Nong's family, contributing to improving living conditions and creating momentum for economic development. In addition, the locality intensified propaganda efforts to eliminate outdated customs, raise awareness of environmental protection, and build a civilized lifestyle in the community.
Partnering for economic development
With the shared goal of improving the lives of people in the mountainous region, the Tra Tap Commune Police have implemented the "Maintaining Peace - Building a Future" model of effective community mobilization. This model ensures security and order while supporting people in developing their economy and building stable lives. As a mountainous commune facing many difficulties, with difficult transportation and many residential areas requiring hours of walking to reach, the lives of the people in Tra Tap mainly depend on small-scale agricultural production.

Lieutenant Colonel Nguyen Thanh Tuan, Head of the Tra Tap Commune Police, informed that the commune has approximately 1,800 households with two main ethnic groups: the Xo Dang and the Ca Dong. Besides maintaining security and order, the commune police force is committed to supporting the people in economic development, increasing income, and improving their quality of life.
In remote areas like Tra Tap, maintaining peace and security is not only about combating crime but also about preventing social evils, mediating conflicts within the community, and preserving the cultural identity of ethnic minorities. Building a better future means helping people develop economically and achieve sustainable poverty alleviation.
The model was implemented in the Tăk Pổ residential area with 37 households, mostly poor and disadvantaged. This area is also being developed for community tourism thanks to its famous cloud-watching spot, attracting many tourists to visit and experience it. Since its implementation, the model has yielded many positive results.
The commune police, in coordination with local residents, constructed over 100 meters of stone road to enhance the landscape of the community tourism village. Simultaneously, they established a group of 10 families participating in a deer farming model for antler harvesting, supporting the construction of two breeding pens and introducing 28 breeding deer using funds from the commune's National Target Program, with a total budget of nearly 1 billion VND.
In addition, the commune police advised on the installation of a surveillance camera system in Tak Po village to ensure security and order, creating a safe environment for tourism development. The commune police youth union also assisted a young family in building a stall, donating tents, tables, chairs, blankets, and mattresses to serve tourists.
Lieutenant Colonel Nguyen Thanh Tuan said that in the coming time, the commune police force will continue to coordinate with local authorities to propagate and encourage people to participate in the development of community tourism, and support more households in building tourist reception points. The unit will maintain regular meetings to disseminate laws, awaken the spirit of self-reliance and self-improvement among ethnic minorities, create motivation for people to rise out of poverty, build increasingly prosperous lives, contribute to socio-economic development and maintain peace in the highlands.
