At the press conference held on the afternoon of April 2 in Hanoi, a representative of the General Department of Politics of the Vietnam People's Army said that each program participating in the Festival must last at least 30 minutes and at most 45 minutes; in which, there must be at least 2 types of art (singing, dancing, music, theater...); in particular, the program of each mass art troupe in the army must have at least 1/3 of new self-composed performances to be considered for the "excellent program" award.

Regarding the composition, the representatives participating in the Festival are divided into 2 groups: military and non-military. For the military group, each military region sends 2 mass art troupes (representing the main force and local forces, militia, and self-defense forces); the Navy, Air Defense - Air Force, and Border Guard Services send 2 troupes/units (representing academies, schools, and naval regions, divisions, and provincial border guards); each remaining focal unit under the Ministry of National Defense sends 1 troupe.

For non-military groups ( Ministry of Public Security , Ministry of Education and Training, Central Committee of Ho Chi Minh Communist Youth Union), each focal point in a region sends 2 delegations to participate in the Festival.

In total, there are 62 and 18 mass art troupes in the two groups mentioned above, respectively; each mass art troupe is allowed to have a maximum of 40 members. 100% of the actors in the troupe are not part of any organization or staff of any art unit.

The festival will take place in three regions. In the south, mass art troupes will perform at the Southern Military Theater (Ho Chi Minh City). Troupes from the central/Central Highlands and the north will compete at the 15th Corps Cultural House (Pleiku City, Gia Lai Province) and the Military Theater (Hanoi City), respectively.

Regarding the reward structure, the Festival has excellent, good, A, B awards and a number of awards for collectives and individuals who have demonstrated outstanding achievements in the topics of "Studying and following Ho Chi Minh's ideology, morality and style"; sea, islands, and national borders; international solidarity; and songs prescribed in the Vietnam People's Army.

In addition, the Organizing Committee will also present awards to outstanding authors with new self-composed works; exploiting, applying, and developing forms of collective dance and singing in the army; bands and musical groups that effectively participate in the Festival; and actors with specific age, position, ethnicity, etc.

The Mass Arts Festival is a major mass arts activity organized by the General Department of Politics of the Vietnam People's Army. After 15 years, the Festival has expanded in scale and is now held in the Central Highlands.

This year, the Festival recorded the participation of 80 mass art troupes (an increase of 19 troupes compared to the 9th Festival in 2019), associated with the 80th anniversary of the founding of the Vietnam People's Army. In addition, this year's Festival does not distinguish between the army's mass art troupes and invited troupes. In addition, all art troupes participating in the Festival are financially supported by the Ministry of National Defense.
