The District People's Council emulation bloc summarizes emulation work in 2023; deploys key directions and tasks in 2024

(Haiphong.gov.vn) - On the afternoon of January 22, the District People's Council Emulation Bloc held a conference to summarize the emulation work of the District People's Council Bloc in 2023; deploying key directions and tasks in 2024. Comrade Pham Van Tan, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Le Chan District and Comrade Do Viet Hung, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Hong Bang District co-chaired the conference.

Attending the Conference were representatives of the City People's Council Office; the Chairmen, Vice Chairmen of the People's Council, leaders of the People's Council Office and People's Committees of districts.

Implementing Plan No. 15/KH-HĐND dated July 27, 2023 of the Standing Committee of the City People's Council on launching emulation movements in the activities of People's Councils at all levels of Hai Phong city for the 2021-2026 term. The Standing Committee of the District People's Councils organized the signing of emulation covenants and launched emulation movements in the activities of People's Councils at all levels, built emulation criteria, emulation scoreboards and organized activities in accordance with regulations. Strengthening leadership, direction and implementation of emulation movements, commendation work associated with the implementation of assigned functions and tasks, promoting the solidarity of member units in the Bloc, seizing opportunities and advantages, overcoming difficulties and challenges, contributing to the excellent completion of political tasks in 2023, the Resolution of the 13th National Congress of the Party and the Resolution of the 16th City Party Congress, the Resolution of the District Party Congresses. Timely encourage and motivate collectives and individuals with achievements in the activities of People's Councils at all levels.

In 2023, the Emulation Bloc of the People's Councils of the districts has strived to compete, overcome difficulties, proactively launched emulation movements, ensured seriousness, and created a vibrant emulation atmosphere in each agency and unit. The emulation theme: "Continuing to innovate, improve quality, effectiveness, efficiency and promote Digital Transformation in the activities of People's Councils at all levels in Hai Phong city" was focused on by the People's Councils of the districts, achieving many positive results, especially the application of digital meetings - paperless meetings, digitization of meeting documents, application of digital signatures, and processing of documents in the network environment.

The emulation movements launched by the City People's Council were organized and implemented by the Standing Committees of the District People's Councils with many creative methods, bringing practical results, making important contributions to the overall achievements of the city. The commendation work continued to be focused on by the Standing Committees of the District People's Councils in the spirit of innovation, improving the quality of commendation, focusing on disseminating policies and laws on emulation, commendation and introducing, praising and promoting typical advanced models.

From the emulation movement of People's Councils at all levels, many good practices and effective models of operation have emerged in the organization and operation of People's Councils; many outstanding collectives and individuals with positive contributions to the activities of People's Councils have been recognized, commended and proposed for year-end rewards by the Standing Committee of People's Councils of districts at the conference summarizing the emulation and reward work of districts; at the same time, proposed for rewards by the Standing Committee of the City People's Council.

However, because this is the first year of implementing the emulation and reward work in the activities of the People's Council for the Head of the Block unit, the implementation process is sometimes confusing, while implementing, we have to learn from experience; the work of propagating, building, and replicating advanced models and typical examples is sometimes and in some places not rich.

At the Conference, the People's Councils of the districts discussed and agreed on the direction and tasks of emulation and rewards in 2024, including: Organizing and implementing well the patriotic emulation movements launched by the Prime Minister , the People's Council and the People's Committee of the city. Actively participating in the activities of the Emulation Bloc; enhancing exchanges and learning experiences and expertise in emulation and rewards among the districts in the Bloc. The implementation of emulation movements in the activities of the People's Council is carried out synchronously and uniformly, ensuring close connection with the emulation movements of agencies, units and localities. Developing themes, contents and emulation criteria in accordance with the functions, tasks, powers and implementation of political tasks of each locality and agency, at the same time, in accordance with the practical situation of the locality.

Continue to innovate leadership and management methods, effectively implement the plan to organize meetings of the People's Councils of districts in 2024. Strengthen survey and supervision activities, focus on the topics of the district, issues with many difficulties and obstacles, concerns of voters and people, and activities of questioning and answering questions. Improve the quality and effectiveness of public reception, handling of petitions, opinions and recommendations of citizens. Continue to promote digital transformation, application of information technology in the activities of People's Councils at all levels.

Along with that, well implement the coordination regulations between the 3 agencies: Standing Committee of the People's Council - People's Committee - Standing Committee of the Vietnam Fatherland Front Committee of the district in implementing tasks. Direct and guide the People's Councils of wards to carry out tasks when implementing the project of merging commune-level administrative units. Organize regular meetings every 6 months to discuss difficulties, obstacles, good practices, and creativity between units to create solidarity, unity, and mutual competition for progress, contributing to the successful completion of assigned functions and tasks.
