On the morning of December 29, the Provincial Party Committee held a conference to summarize the work in 2023 and deploy key directions and tasks for 2024. Provincial Party Committee deploys key tasks and directions in 2024 — ***Conference delegates.***

According to the draft report presented by Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee: In 2023, the Provincial Party Committee and the Provincial Party Committee Standing Committee focused on leading and directing the work of Party building, the political system, socio-economic development tasks, and ensuring security and national defense (SND) with many results.

Specifically, the work of Party building and political system building is focused on, implemented synchronously and effectively. Directing the organization to thoroughly grasp and seriously and extensively implement the resolutions, directives, conclusions and regulations of the Central and the province; issuing documents to specify the implementation in accordance with the practical situation of the province.

Focus on leading and directing the organization of mid-term reviews of the implementation of the Resolution of the 20th Provincial Party Congress and resolutions of Party congresses at all levels for the 2020-2025 term in conjunction with the implementation of the Resolution of the 13th National Party Congress; organize the vote of confidence for leadership and management positions in the political system of the province (mid-term 2020-2025) according to regulations, ensuring progress; review and supplement the planning for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms for positions under the management of the Politburo , the Secretariat and positions under the management of the Provincial Party Committee Standing Committee; implement the process of introducing personnel for the planning of the 14th Party Central Committee, term 2026-2031.

Establish subcommittees, teams to edit documents of the 21st Provincial Party Congress, term 2025-2030, and working groups to monitor and guide model congresses of the province at the grassroots and district levels. During the year, Party committees at all levels admitted 1,251 party members. Mass mobilization and internal affairs work were also strengthened. Inspection and supervision work was given great importance. Party committees at all levels inspected 400 party organizations (TCĐ), 756 party members; supervised 409 TCĐs, 816 party members; disciplined 1 TCĐ, 110 party members. The activities of the government, the Fatherland Front and socio-political organizations at all levels have many innovations, quality, and efficiency...

From the leadership, the implementation of Party building work has contributed to socio-economic development, ensuring national security and defense in the province. The socio-economic situation is basically stable. Completed and exceeded 14/16 main socio-economic targets. The total product in the province increased by 9.41% over the same period in 2022 (ranked 5th in the Red River Delta and 8th nationwide). Industrial production has changed positively. Import and export turnover increased over the same period and exceeded the set plan; trade and service sectors have gradually recovered; investment attraction has increased significantly; tourism activities have achieved high results. Agricultural production has developed stably. The movement to build new rural areas (NTM) has been enhanced, and the model NTM has exceeded the set plan.

The epidemic situation in the area is well controlled. Culture and society have many exciting activities with high results. Policies to ensure social security are implemented promptly, practically, and to the right subjects; National defense and security are maintained, people's lives are stable. Directing the successful organization of the 2023 Provincial Defense Zone Exercise, which is highly appreciated by the Military Region.

At the conference, after representatives of units and localities spoke about the results achieved, exchanged experiences, and proposed solutions to effectively carry out the tasks in 2024. Concluding the conference, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council commended and acknowledged the results achieved by all levels, branches, localities, and units in 2023. The Secretary of the Provincial Party Committee emphasized: In order to effectively carry out the tasks in 2024, Party committees, authorities, the Fatherland Front and mass organizations; the business community, and people of all walks of life in the province continue to unite, unify, join hands, and focus on performing well the following key tasks:

In the work of building the Party and the political system, continue to thoroughly grasp and seriously and effectively implement the resolutions of the Central Committee and the province; Lead and direct the effective implementation of the work of building the Party in terms of politics, ideology and ethics; effectively implement Conclusion No. 21 of the 13th Party Central Committee on promoting the building and rectification of the Party and the political system in conjunction with the implementation of Conclusion No. 01 on continuing to implement Directive 05 of the Politburo with the theme for 2024 being: "Studying and following Ho Chi Minh's ideology, morality and lifestyle on economic development, ensuring social security and improving people's lives". Promote the responsibility to set an example, the spirit of self-awareness, self-reflection, self-correction and self-identification of Party committees, Party organizations and cadres, especially the heads of Party committees, authorities, units and localities.

Improve the leadership capacity, fighting strength of Party organizations, Party members and the quality of Party committee and cell activities. Promote the development of new Party members, strive to recruit 3-4% of new Party members annually out of the total number of Party members of the entire Party organization. Continue to lead, direct innovation, and arrange the organization and staff to prepare for the grassroots Party Congress for the 2025-2030 term.

Focus on leading and directing the comprehensive implementation of the tasks of the inspection and supervision work, enforcing Party discipline in accordance with regulations; innovating and improving the quality and effectiveness of mass mobilization work, especially government mass mobilization work; internal affairs work, anti-corruption, anti-negativity, judicial reform; public reception work, handling of citizens' complaints and denunciations; speeding up the progress of investigation, prosecution, and trial of cases and incidents; especially cases under the supervision and direction of the Provincial Steering Committee on anti-corruption and anti-negativity to ensure the implementation of political tasks, stabilize the situation, and develop the economy and society. Continue to lead and direct the innovation of content, improve the quality of activities of the People's Council, the Fatherland Front, and socio-political organizations...

Regarding leadership and direction in implementing socio-economic development tasks, resolutely, synchronously and effectively implement resolutions, directives, regulations, conclusions, projects... of the Central Government and the province; 5-year socio-economic development plan for the period 2021 - 2025. Urgently organize the announcement and build a roadmap to organize and implement programs and projects to effectively implement the goals, tasks and solutions of the approved Provincial Planning for the period 2021-2030, with a vision to 2050; Continue to promote industrial development, attract corporations and enterprises using high technology, core technology, source technology, clean technology, low resource consumption; create products with high added value for rapid and sustainable socio-economic development.
Speed up the progress of inter-regional traffic connection projects such as: Tan Lang Bridge; Highway 21 parallel road; Phu Thu intersection; Road connecting two Tran temples... At the same time, promote the development of trade - services - tourism, industrialization of agriculture and rural areas, development of high-tech agriculture associated with environmental protection; build advanced new rural areas, model new rural areas associated with urbanization. Well perform the task of collecting the State budget; Strengthen the management of land, resources, minerals and environmental protection. Pay special attention to the work of site clearance, grave relocation, resettlement; attach importance to culture - education, improve all aspects of people's lives, ensure national defense, security, administrative reform and resolve petitions, complaints, inspection, investigation, prosecution, trial and execution of judgments...

In the immediate future, Party committees and authorities at all levels, sectors, units and localities will focus on leading and directing the implementation of the organization of the 2024 Giap Thin New Year in the province in accordance with Directive No. 26 of the Secretariat and Directive No. 16 of the Provincial Party Committee Standing Board; focus on doing a good job of social security work, taking care of Tet for policy families, the poor and workers in difficult circumstances in the area; ensuring security and order... so that every household and every person can celebrate Tet happily, healthily, safely and economically.

On this occasion, 8 comrades who are Standing members of the Provincial Party Committee and members of the Provincial Party Committee were awarded the Commemorative Medal for the cause of Propaganda; 32 TCĐs and 39 individuals were awarded Certificates of Merit by the Provincial Party Committee for their outstanding achievements in Party building work in 2023.

Next, the Provincial Party Committee met to listen to the report on the 2023 review results of the Provincial Party Committee Standing Committee and give opinions on the 2024 Housing Development Plan of Ha Nam province.
