At the conference, Minister of Ethnic Minorities and Religions Dao Ngoc Dung, Deputy Head and Permanent Member of the Central Steering Committee, said that with the attention and regular and close direction of the Party and State leaders, especially General Secretary To Lam and Prime Minister Pham Minh Chinh, we have truly innovated our thinking, methods, and ways of doing things and have decided to turn the situation around to achieve the goal: Establishing a Steering Committee from the Central to the commune and ward levels. At the Central level, the Steering Committee is headed by the Prime Minister; at the local level, the Party Secretary is headed by the Committee Secretary. Monthly meetings are held nationwide to unify direction, especially to resolve and overcome difficulties and obstacles.

The Central Steering Committee and localities have been very proactive and creative in their leadership and direction, bringing about practical results; instead of each sector and level mobilizing, managing and implementing on their own, they have now focused all resources of all levels and sectors on one program to avoid dispersion and fragmentation, in which the State plays a leading role along with mobilizing all social resources for the work of eliminating temporary and dilapidated houses.

Promoting the spirit of local self-reliance, localities have been divided into 4 groups (developed group, fairly well-off group, disadvantaged group, poor group) to have a mechanism to mobilize appropriate support; using a part of the State resources invested in the Program such as allowing the use of regular expenditure savings budget, excess revenue budget to support the Program, allowing localities to proactively advance funds to implement in advance to ensure the set progress.
At the same time, focus on socialized resources to implement by both assigning and assigning support targets by address so that localities have the conditions to support other localities; mobilize and assign ministries, agencies, banks, and enterprises to directly support disadvantaged and poor localities; promote self-reliance, self-reliance, the role of people and families; mobilize the joint efforts, unanimity, and participation of the entire political system, business community, and people, spreading widely in society and the community according to the consistent motto that whoever has what contributes, those who have strength contribute strength, those who have money contribute money, those who have a lot contribute a lot, those who have little contribute little, as long as we all go together on the same path, the same noble and sacred goal "For a warm home for my compatriots".

Under the close direction of the Party and State leaders and the determination of the Prime Minister, with the innovative thinking and ways of doing things of Party committees and authorities at all levels and the participation of the entire political system, up to now, after 1 year, 4 months and 13 days since the Prime Minister launched the Emulation Movement in Hoa Binh and after 10 months and 21 days of organizing the 450-day and night peak emulation program with the theme "Warm home for my compatriots" in the capital Hanoi, today the Central Steering Committee, the Standing Office of the Central Steering Committee respectfully reports to the Party, to compatriots, comrades, soldiers nationwide and international friends that "Vietnam has basically completed the goal of eliminating temporary and dilapidated houses nationwide", reaching the finish line 5 years and 4 months ahead of the target set in Resolution No. 42-NQ/TW.

The whole country has eliminated 334,234 temporary houses, dilapidated houses, and houses that do not ensure 3 solid foundations; nearly 50 trillion VND has been deployed in the Program, of which 24,761.596 billion VND has been mobilized (the State has allowed the use of 5% of regular expenditure savings in 2024, which is 5,074 billion VND and 1,940 billion VND from excess revenue to support housing for people with revolutionary contributions and relatives of martyrs).
Many localities have proactively and creatively mobilized support resources higher than the general support level prescribed by the Central Government: Tuyen Quang and Thanh Hoa supported 80 million VND, Ha Nam supported 120 million VND for households building new houses. About 60% of supported households have mobilized their own resources to build and repair higher than the general support level of the Program; in more than 1 year, we have mobilized more than 2.7 million working days with 454 thousand people participating in supporting people.
This result affirms the special attention of the Party and State in supporting people to have stable and safe housing "to settle down and make a living". This achievement affirms the superior policy of the socialist regime, the social policy associated with ensuring the basic rights of the people; affirms that Vietnam is always at the forefront of implementing social security policies. This is also the realization of the commitment of Prime Minister Pham Minh Chinh at the G20 Summit on November 18, 2024 in Brazil when Vietnam was invited to participate as a founding member of the Global Alliance to Fight Poverty.
The Program and Emulation Movement to eliminate temporary and dilapidated houses are "Special National Projects", "Projects of the Party's will and the People's heart", practically contributing to the celebration of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam.
Through the Program and Emulation Movement, many collectives and individuals with outstanding achievements have emerged, especially the pioneering, responsible and highly effective work of the Ministry of National Defense, the Ministry of Public Security, the banking sector, many localities and corporations, enterprises... In this Emulation Movement, the Ministry of National Defense has supported nearly 1,000 billion VND, mobilized more than 140,983 cadres, soldiers and militia with 414,526 working days and 62,916 vehicles; the Ministry of Public Security has supported over 790 billion VND, mobilized more than 27,400 cadres, people's police with 534,000 working days and supported construction materials; the banking sector has supported about 1,800 billion VND; The Central Committee of the Vietnam Fatherland Front has mobilized more than 125.88 billion VND through the Central "For the Poor" Fund... That is the responsible and highly effective advice of the Standing Agency, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Ethnic Minorities and Religions, the coordination of the Government Office, the Ministry of Home Affairs (Central Emulation and Reward Committee), and Vietnam Television.
