On November 2nd, the Criminal Investigation Agency of Moc Chau District Police ( Son La Province ) issued a decision to initiate a criminal case, indict and order the temporary detention of Nguyen Van Kieu, born in 1987, currently a contract reporter for the newspaper Dan Toc va Phat Trien (Ethnic Groups and Development), and Ha Van Binh, born in 1978, currently a contract editor for the 24h Law and Life news channel, for the crime of fraud and appropriation of property as stipulated in Clause 1, Article 174 of the Penal Code.
Authorities are taking statements from the two suspects.
Previously, on October 31st, upon seeing a household leveling their land in Ban Chieng Di, Van Ho commune, Van Ho district (Son La province) to build a house, Nguyen Van Kieu and Ha Van Binh arrived in a car, introducing themselves as officials from the Department of Natural Resources and Environment and inquiring about the family's land documents. When the homeowner confirmed they had all the necessary paperwork, one of the two men suggested the homeowner give them some money as a "gift" to report to their superiors.

Fearing that the individuals would cause trouble, the homeowner borrowed 5 million VND from nearby residents to give to them. After the two individuals left, suspecting that they were not officials from the Department of Natural Resources and Environment, the homeowner reported the incident to the Moc Chau District Police.
Following the complaint, the Criminal Investigation Agency of Moc Chau District Police conducted an investigation, verified the facts, and arrested the suspects. Currently, the case is being further investigated, clarified, and strictly handled by the Criminal Investigation Agency of Moc Chau District Police in accordance with the law.
