Bank employee prosecuted and detained for defrauding and misappropriating 1.1 billion VND.

On the afternoon of December 17th, the Criminal Investigation Agency of the An Giang Provincial Police (Criminal Police Department) served the decision to initiate a criminal case, indict the suspect, and issue a 4-month temporary detention order against Pham Chi Huu (born in 1996, residing in Trung Hung commune, Can Tho city) to investigate the act of fraud and appropriation of property.

According to initial investigations, Pham Chi Huu and Ms. HKL were both employees of a commercial bank. Needing money to pay off debts, Huu used fraudulent tactics to embezzle assets from Ms. HKL (residing in Rach Gia ward, An Giang province ).

Specifically, Huu provided false information that he needed to borrow 1.1 billion VND to use with his personal funds to purchase a plot of land at address F17-26, Tran Huy Lieu Street, Rach Gia Ward.

To gain trust, Huu asked a relative to go to the People's Committee of Trung Hung commune, Can Tho city, to obtain a certificate of marital status for the purpose of "supplementing the land use right transfer application." At the same time, he used a photocopied image of a land use right certificate sent via Zalo by a broker.

Later, Huu forwarded the information to Ms. HKL to use as collateral for the loan, because without providing the information that the loan was for purchasing the aforementioned plot of land, Ms. HKL would not have agreed to lend the money.

Investigators served arrest warrants for Phạm Chí Hữu for temporary detention.

After receiving the money, Huu quickly transferred the entire amount to pay off his personal debts. During the borrowing period, he continued to tell Ms. HKL that the money was for buying the aforementioned plot of land, then gave further information such as not being able to agree on the land purchase price, lending money to a friend, etc., in order to prolong the time and conceal his fraudulent behavior.

Upon discovering that Huu was using the borrowed money for improper purposes and providing false information, Ms. HKL filed a complaint with the police.

Working with the investigating agency, Pham Chi Huu admitted to all his actions, confessing that the 1.1 billion VND he embezzled from Ms. HKL was used to pay off debts to others.

The case is being further investigated and handled by the An Giang Provincial Police Investigation Agency in accordance with the law.
