Another Director Indicted

On October 7th, the Investigation Police Department of the Ministry of Public Security announced that it had issued a decision to prosecute, an arrest warrant for temporary detention, and a search warrant against Mr. Phung My Luong (Director of My Luong Construction, Trading and Service Company Limited) for the crime of "Violating regulations on research, exploration, and exploitation of resources" as stipulated in Article 227 of the Penal Code.

The Investigation Police Department of the Ministry of Public Security has initiated legal proceedings against Mr. Phung My Luong for illegally profiting nearly 20 billion VND.

According to the Investigation Agency of the Ministry of Public Security, Mr. Phung My Luong agreed with and paid Le Quang Binh, Chairman of the Board of Members and General Director of Trung Hau 68 Company, to illegally exploit sand at the Trung Hau 68 Company's mine.

Initially, the Investigation Department of the Ministry of Public Security determined that Mr. Phung My Luong illegally extracted and sold 197,112 cubic meters of sand, earning nearly 20 billion VND in illicit profits.

Previously, the Department of Investigation of Crimes related to Corruption, Economics , and Smuggling under the Ministry of Public Security conducted an investigation into the case of violations of regulations on resource exploration and exploitation; giving and receiving bribes; abusing official positions and powers while performing official duties; and illegally printing, issuing, and selling invoices and documents for collecting state budget revenue, which occurred at Trung Hau 68 Company; the Department of Natural Resources and Environment of An Giang province and related units.

Further investigation revealed that Tran Anh Thu, in her capacity as Vice Chairman of the People's Committee of An Giang province, directed Nguyen Viet Tri - Director of the Department of Natural Resources and Environment - to support and facilitate Trung Hau 68 Company in obtaining permits for exploration, exploitation, and increasing reserves and exploitation capacity, while overlooking violations during the exploitation process at the My Hiep & Binh Phuoc Xuan sand mines in Cho Moi district, An Giang province.

Tran Anh Thu received money and material benefits from Le Quang Binh - Chairman of the Board of Directors and General Director of Trung Hau 68 Company - with an initial estimated total value of 1.2 billion VND.

Currently, the Investigation Agency of the Ministry of Public Security is focusing on investigating and clarifying the nature, role, and criminal acts of the defendants and related individuals in order to expand the investigation, clarify the nature of the case, and thoroughly recover assets for the State.
