Need practical approach

In the 6 monitoring sessions of the Provincial Front in 2023, there was a monitoring session on the implementation of Resolution No. 01/2020/NQ-HDND dated April 21, 2020 of the Provincial People's Council on the mechanism to encourage investment and support for concentrated domestic solid waste treatment areas in the province for the period 2020 - 2030. Monitoring showed that after 3 years of implementation, although the state budget has been allocated for implementation, it has not been disbursed.

The goal of the Quang Nam Province Solid Waste Management Project (project to implement Resolution 01) is: by the end of 2022, each district will have at least one clean area for centralized solid waste treatment to treat waste in the area. However, at the time of monitoring, this has not been implemented.

In particular, the planning of treatment areas in some localities encountered many difficulties and problems in determining locations, ensuring safe distances and arranging resettlement. The work of promoting and calling for investors according to Resolution 01 has not achieved results.

Following the recommendations of the monitoring team, the Provincial People's Committee directed to remedy the situation. By July 2024, 5/13 localities with waste treatment areas received funding support (Ai Nghia town, Dai Loc district; Tam Xuan 2 commune, Nui Thanh district; Prao town, Dong Giang district; Tra Son commune, Bac Tra My district and Tra Don commune, Nam Tra My district).

The planning of waste treatment areas has been accepted and adjusted according to local recommendations. The most worrying thing is that the support for investors in waste treatment according to the resolution has not been implemented.

This example shows that the resolution's impact is very large, but although the Provincial Front has proposed many issues related to the practical interests of the people and businesses, it is not easy to implement. And for the policy to come into life, more practical ways of doing things are needed.

Post-monitoring gap

Mr. Phan Khac Chuong - Chairman of the Provincial Lawyers Association, Chairman of the Democracy - Law Advisory Council of the Quang Nam Provincial Front said that in the 2019 - 2024 term, the reception and response of authorities at all levels related to the recommendations of the Provincial Front were carried out quite well.

“However, to thoroughly resolve post-monitoring recommendations, it requires a lot of “professionalism” from specialized frontline staff. Starting from selecting the subject and content of supervision, to “following up” on responding to post-monitoring recommendations.

To do so, the content of the recommendation must be specific and detailed, avoiding the phrases "strengthen", "promote", "improve"... which are repeated many times in reports and recommendations after supervision.

"It is necessary to filter the content of receiving recommendations in the direction of considering the authority and responsibility of the agencies to resolve them so that the Front leaders can promptly inform and reflect to the leaders of the People's Committees at the same level at regular monthly meetings according to the Law on Organization of Local Government in 2019," said Mr. Chuong.

In the first 6 months of this year alone, the Fatherland Front at all levels chaired 82 thematic supervisions at 106 units. Through supervision, many limitations and obstacles were discovered in the process of organizing the implementation of policies and laws by authorities at all levels, promptly issuing 61 documents recommending to People's Councils, People's Committees at all levels and relevant agencies to inspect and handle according to regulations.

The total number of documents resolved and responded to by the authorities after the petition is 55/61. However, it is difficult to have an answer for the actual results after those documents.

Ms. Truong Thi Ngoc Anh - Vice President of the Central Committee of the Vietnam Fatherland Front said: "Compared to the provinces in the emulation cluster of the Central Highlands and Central Coast, Quang Nam is the leading unit in the number of supervisions by the Fatherland Front at all levels.

The supervision and social criticism work of the Quang Nam Provincial Front is highly appreciated by the Central Government, because the staff has been involved in the Front's activities for a long time, is enthusiastic and dedicated to the work; proactively and actively chooses the right issues that the people are interested in to implement.

However, there are gaps after recommendations and supervision that need the Provincial Front to closely follow up to advise the Party Committee and government to direct more decisively to achieve better results.

Concerns

Many seminars on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Front are held annually.

The most recent was a discussion hosted by the Provincial Front at the conference of the emulation cluster of the Vietnam Fatherland Front Committee of the Central Highlands and Central Coast provinces (held on July 5 in Hoi An).

Sharing experiences is necessary. Because the answer to the question “How to effectively criticize and supervise?” is common to the Front system from the central to local levels. The concern with the quality of criticism and supervision is not unique to Quang Nam.

According to Mr. Nguyen Phi Hung - Vice Chairman of the Vietnam Fatherland Front Committee of Quang Nam province, in the past time, social supervision and criticism activities were conducted in accordance with the procedures of Joint Resolution No. 403 (detailing the forms of social supervision and criticism of the Vietnam Fatherland Front), in accordance with the capabilities of the Front; at the same time, promoting the role of advisory councils, seeking opinions from prestigious and experienced people in social supervision and criticism work...

“The concern in this activity is the responsibility to receive, resolve and respond to the Front’s recommendations after supervision by competent agencies and organizations. Especially recommendations related to complex issues, backlogs over many periods, under the responsibility of many agencies.

Although the responsibility for receiving and resolving the Front's recommendations is clearly stated in Regulation No. 2107-QD/TU of the Provincial Party Committee Standing Committee, the above regulation needs to be institutionalized in a new legal document to ensure higher feasibility. And when the implementation of the Front's recommendations is ensured and the effectiveness of supervision is improved, the position and core role of the Front will be affirmed and promoted in the political system and social life" - Mr. Nguyen Phi Hung shared.

The effectiveness of social supervision and criticism work in the past term is the premise and aspiration to continue innovating the work of the Front in the 2024 - 2029 term. Good thinking and critical thinking skills, and active listening are essential.

With many perspectives on the issue raised to create good results in supervision and criticism, the core must still come from the mindset of taking the legitimate interests of the people. That is also the passion of a person with enough knowledge for the current social issues.

Continue to innovate thinking and methods of monitoring and criticism

“Party committees and organizations at all levels need to create favorable conditions for the Fatherland Front and socio-political organizations to participate in social supervision and criticism.

At the same time, it is necessary to study, review, amend, supplement or develop new legal documents to promptly and fully institutionalize the rights and responsibilities of the Front and socio-political organizations to participate in social supervision and criticism. Study the ordering mechanism for criticism. Pay attention to allocating resources to serve supervision and criticism work.

In social supervision and criticism, the Front at all levels must be proactive, not waiting for requests from Party committees and authorities before supervising and criticizing; it is necessary to choose specific issues that generate concerns and recommendations among voters and people; especially issues that directly affect people's interests; and strengthen criticism of policies, programs, and projects that have a great impact on people's lives.

At the same time, it is necessary to continue to innovate and diversify forms of social supervision and criticism and measures for implementation; strengthen the gathering of intellectuals and professionals, and improve the quality of the team performing the task of social supervision and criticism of the Vietnam Fatherland Front Committee and socio-political organizations at all levels.

At the same time, conduct a preliminary and final review of the implementation of social supervision and criticism. Through the preliminary and final review, appropriate and effective forms and methods of supervision and criticism will be selected for the implementation of the principle of democratic centralism within the Party.
