In 2025, Lao Cai province's administrative procedure reform index reached 11.95 out of 12 points, placing it in the high-scoring group. However, the rate of timely processing of applications at provincial and commune-level specialized agencies has not yet reached the maximum score. Determined to improve this index, Lao Cai province is implementing a comprehensive set of solutions to enhance service quality, aiming for 100% of administrative procedures to be processed correctly and ahead of schedule.


At the Tran Yen Commune Public Administrative Service Center, a proactive approach is identified as a key factor in ensuring timely processing of applications.
As an officer in charge of the economic sector – a sector with a large volume of administrative procedures – Ms. Vu Thi Huyen Nhung always reviews and checks documents right from the initial receipt stage. At the same time, she proactively coordinates with specialized departments to promptly handle any arising issues.
Ms. Nhung stated: “For procedures with short processing times, applications are usually processed immediately upon receipt and results are returned within 3 days. In the construction permit sector, which has a processing time of 20 days, thanks to enhanced coordination between specialized departments, we usually only need 7-10 days to complete the process.”
In addition to enhancing the accountability of officials, Tran Yen commune also focuses on improving service procedures. On average, the commune's Public Administrative Service Center receives approximately 80 citizens daily for transactions.
To shorten the processing time for applications, the locality has established a digital guidance corner to support citizens in carrying out administrative procedures electronically.

Mr. Tran Duc Tien, Director of the Public Administrative Service Center of Tran Yen Commune, said: “In addition to requiring officials to complete the updating and processing of documents on the same day, we have advised the Commune People's Committee to implement training for community digital transformation teams, build a network of public administrative collaborators in the villages, and establish a team to support the resolution of administrative procedures at home for the elderly and vulnerable. These solutions not only facilitate people but also contribute to increasing the rate of documents being processed correctly and ahead of schedule.”
Not only in Tran Yen district, but the goal of improving the rate of applications processed on time and ahead of schedule is being implemented synchronously throughout the province. Recognizing this as one of the important indicators reflecting the quality of administrative reform and the level of satisfaction of citizens and businesses, the People's Committee of Lao Cai province has issued a plan to improve the Administrative Reform Index by 2026 with the goal of achieving maximum scores for 100% of the sub-indicators in the field of administrative procedure reform.

To achieve this goal, the province requires agencies and units to strengthen strict control over the process of handling administrative procedures right from the stage of receiving applications; and to fully publicize the process, time limit for resolution, and processing results in the electronic environment.
In addition, the progress of processing applications is regularly monitored on the province's administrative procedure information system. This allows for the timely detection and correction of cases that are at risk of delays.
One of the key solutions the province is focusing on is improving the efficiency of one-stop service centers at all levels; promoting the digitization of records and results of administrative procedures; and increasing the rate of online applications and online payments. Implementing administrative procedures regardless of administrative boundaries also contributes to convenience for citizens and reduces the pressure of processing applications in each locality.
In parallel, the province requires agencies and units to strictly fulfill their accountability responsibilities in handling administrative procedures; and to promptly address feedback and suggestions from citizens and businesses.

While completing administrative procedures at the Yen Bai Ward Public Administrative Service Center, Mr. Tran Ngoc Ha from Van Phu Ward shared: “I find that handling administrative procedures is much more convenient now than before. It can be done anywhere, not just at the place of residence as in the past. The staff are very helpful, and if any documents are missing, they are immediately notified to provide additional information. My application was processed ahead of schedule, so I am very satisfied. I hope this approach will continue to be maintained so that citizens can receive even better service.”
Lao Cai province is currently implementing 2,119 administrative procedures, with the rate of provincial-level public services provided through the entire process reaching over 67%. From the beginning of the year until now, the entire province has received more than 600,000 administrative procedure dossiers, with the rate of timely and early resolution reaching 98.68%.
In addition, the province has also implemented a plan to handle 100% of administrative procedures regardless of administrative boundaries; the rate of online application submission reached 92.4%, online payment for public services reached 80.22%, and the rate of electronic issuance of results reached 90.92%. These results reflect a clear improvement in the quality of service provided to citizens, organizations, and businesses.
Ms. Nguyen Thi Hai Nhung, Deputy Director of the Lao Cai Provincial Public Administrative Service Center, stated: "The goal of 100% of applications being processed correctly and on time is not only an administrative target but also a commitment to improving service quality, aiming to build a professional, transparent administration that puts citizens and businesses at the center of service."
We will continue to advise the Provincial People's Committee to direct agencies and units to strengthen control over administrative procedures, review and simplify the process of handling dossiers; promote the public disclosure and transparency of procedures in the electronic environment; improve the efficiency of the one-stop service centers at all levels and the quality of service to people and businesses in order to increase the rate of dossiers processed on time and improve the province's Administrative Reform Index.

The goal of resolving 100% of applications correctly and on time may be a significant challenge, but with the determination of the entire political system and synchronized solutions, Lao Cai is gradually building a professional and modern administrative system, using the satisfaction of citizens and businesses as a measure of service effectiveness. This contributes to the successful implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
