(Baothanhhoa.vn) - Along with the reorganization of administrative units, the research and arrangement of the use of the "surplus" infrastructure after the reorganization also needs to be carried out urgently, so that these facilities do not become wasteful.

This is also one of the issues of great concern to the public. At the meetings with constituents held by National Assembly deputies before the 9th Session of the 15th National Assembly , many voters raised this issue.

This is because, following several administrative reorganizations in recent years, many commune and ward offices and units have been left abandoned for extended periods, resulting in a waste of resources. While the issue of these "surplus" offices remains unresolved, more new offices are poised to be dealt with.

According to the plan, nationwide following the ongoing reorganization of commune-level administrative units, it is estimated that around 6,000 commune-level offices will become "redundant." Thanh Hoa province alone is expected to reduce 381 commune-level administrative units, meaning that many commune-level offices will have to temporarily close. Prolonging this "closure" will lead to wasted infrastructure, missing opportunities to utilize existing land and infrastructure to expand public services, attract investment, develop education and healthcare, or boost the local economy . Not to mention, infrequent use will cause assets to deteriorate quickly, and could even become locations of security and order problems.

Regarding this issue, several experts have offered suggestions, including proposals for relevant authorities to promptly assess and consider aspects such as legal status, technical condition, asset value, geographical location, and actual local needs. For example, in rural areas, these facilities could be converted into cultural centers, community centers, kindergartens, health stations, or community learning centers. Those still in good condition could be repurposed as workplaces for socio- political organizations, cooperatives, or administrative offices. If the headquarters are located in remote areas or are dilapidated, consideration could be given to auctioning them off to private individuals or partnering with businesses for agricultural development, vocational training, or community tourism. In urban areas, careful planning is necessary; if there is no longer a need for the facilities, a public auction could be organized to generate revenue for reinvestment in administrative infrastructure or other public welfare projects.

Responding to a question from voters in Hanoi recently, General Secretary To Lam said that priority would be given to using the "surplus" buildings after the merger for schools and medical facilities. He also suggested using these buildings for community activities, serving the cultural and sports needs of the people...

The handling of public assets must adhere to legal procedures, which often leads to lengthy processes and potential complications. However, with early planning and systematic handling, these buildings can become new hubs for the development of public services, community activities, and even economic activity. A good understanding of the requirements and a high level of responsibility will lead to faster and more efficient handling, and these old buildings will soon create new value.
