This situation occurs frequently, especially on many routes passing through universities and dormitories during the hours when students arrive at and leave school.

Around 1 PM on November 19th, on Han Thuyen Street (leading to the University of Information Technology and the University of Social Sciences and Humanities), many students were seen riding on the back of motorbikes being driven to school by their friends without wearing helmets.
Some people even use hooded jackets to cover their heads, both to protect themselves from the sun and as a substitute for... helmets. Many students rush to school regardless of the long lines of traffic.
This situation also occurs on Mac Dinh Chi Street (passing by the gate of dormitory area B, Ho Chi Minh City National University).
According to Tuoi Tre Online , Around 2 PM on November 19th, on Mac Dinh Chi Street, within just 15 minutes of observation, 5-6 vehicles passed by without the driver or passenger wearing a helmet.
Even one motorbike was carrying three people, with two of them sitting in the back without helmets.
Selling snacks on Mac Dinh Chi Street, Ms. HTP said she frequently sees many students riding motorbikes without helmets and carrying three people on a single bike.
"Often, students hitch a ride with friends and don't have helmets. Besides, they think it's okay since they're only riding around the village," Mrs. P added.
Observations made on Ta Quang Buu street (passing by the front gate of dormitory area A, Ho Chi Minh City National University) at the time of class dismissal on the afternoon of November 19th showed that many students riding motorbikes without helmets was quite common.
On the afternoon of November 20th, on Luu Huu Phuoc Street (in front of the Student Cultural Center), many groups of students were seen driving without helmets, chatting freely. Not far away, on T1 Street (in front of the University of Natural Sciences), the situation was similar.
According to observations, this is a road with frequent and busy traffic.
QLTQ (20 years old, a student at a university in the university village) said: "Previously, when I was in a hurry or someone wanted a ride, I often rode with three people on the motorbike for convenience. Since it was only a short distance, I was too lazy to wear a helmet."
"I've noticed that traffic police have been cracking down on this issue lately, so I've reduced the number of people riding on my motorbike and started wearing helmets properly."
