This afternoon, November 8th, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep chaired an online meeting with central ministries and agencies and coastal localities from Ha Tinh to Ninh Thuan on implementing measures to respond to Typhoon No. 7 (Typhoon YINXING). The Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, participated from the Quang Tri branch.

Early this morning, November 8th, Typhoon No. 7 entered the eastern part of the North East Sea. By 1 PM the same day, the typhoon's center was located at approximately 18.4 degrees North latitude and 118.3 degrees East longitude, in the eastern part of the North East Sea. The strongest winds near the center of the typhoon reached level 14 (150-166 km/h), with gusts up to level 17. It is moving in a west-southwest direction at a speed of approximately 15 km/h.

Due to the influence of the storm, the northern South China Sea area is experiencing strong winds of force 8-11, reaching force 12-14 near the storm's center, with gusts up to force 17; sea waves are 4-6 meters high, and 6-8 meters near the storm's center; the sea is extremely rough.

Forecast for the next 24-72 hours (November 9-11): The storm will continue to move in a west-northwest direction, then likely change direction to southwest, gradually weakening in intensity. Over the following 72-120 hours, the storm will move southwest at a speed of 10-15 km per hour, further weakening in intensity.

In Quang Tri province , as of now, 2,602 boats and ships with 6,062 crew members have safely anchored at ports; 48 boats and ships from other provinces with 324 crew members are currently anchored in the province.

Reservoirs in the province are operating safely; the total capacity of irrigation reservoirs managed by Quang Tri Irrigation Works Management and Exploitation Company Limited is approximately 92% of the designed capacity, while irrigation-hydropower reservoirs are approximately 70% of the designed capacity.

For the 7 ongoing construction projects, the Provincial People's Committee has directed the investors to review and update their disaster prevention plans to ensure safety.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong said that the Provincial People's Committee had issued Official Dispatch No. 10/CD-UBND dated November 7, 2024, on proactively responding to Typhoon No. 7 and heavy rain.

This includes regularly monitoring and updating the disaster situation; tracking, inventorying, and managing vessels and reviewing forces and equipment, ready to deploy rescue and relief efforts when necessary. It also involves directing localities to proactively develop evacuation plans; reviewing food and essential goods reserves at the grassroots level, especially in areas prone to isolation and disruption due to storms and floods; and instructing the public to stockpile food and essential supplies to ensure sufficient living expenses for 7-10 days, in order to proactively respond to prolonged storms and floods.

Prepare security forces and set up barriers and warning signs at submerged areas, flooded or cut-off points, landslide-prone areas, and other dangerous areas to ensure the safety of people and vehicles.

Regarding the damage caused by Typhoon No. 6 and the recent floods, local authorities are currently urgently implementing measures to mitigate the damage. Simultaneously, they are conducting inspections, reviews, and assessments of the damage to promptly report to relevant levels and sectors.

Concluding the meeting, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep emphasized that Typhoon No. 7 is forecast to affect Vietnam from November 10-11, mainly the central region. Meanwhile, from the end of October 2024 to the present, this region has been continuously affected by Typhoon No. 6 and two major floods. Currently, reservoirs have basically accumulated enough water, and some have had to release water over the spillway. The heavy rainfall in recent times has also weakened the soil in mountainous areas, posing a potential risk of landslides.

Therefore, localities are urged to absolutely not be complacent in the implementation of measures to respond to Typhoon No. 7, especially heavy rain due to the typhoon's circulation or tropical depressions resulting from the weakening typhoon. In the immediate future, they should take advantage of the favorable weather before Typhoon No. 7 to quickly address the consequences of the recent floods and heavy rains.

The authorities are urging boats and ships to return to safe shelters; ensuring the safety of aquaculture at sea. They are reviewing and calculating the rational operation of reservoirs to mitigate flooding, prevent cascading floods, and ensure reservoir safety. They are preparing forces, vehicles, equipment, and essential supplies according to the "four on-the-spot" principle; and have plans in place to evacuate people from dangerous areas at risk of deep flooding and landslides.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, emphasized that Typhoon No. 7 is predicted to have a complex trajectory, with its direction of movement and wind speed potentially changing due to the impact of dangerous weather patterns.

Therefore, it is requested that leaders of localities, departments, and agencies at the provincial level absolutely not be complacent. They must organize serious duty shifts, and have plans, personnel, and resources ready to proactively respond.

Closely and promptly monitor weather forecasts and warnings regarding Typhoon No. 7 and other dangerous weather patterns that may occur in the coming days, and promptly inform relevant authorities and the community to proactively take preventive measures to minimize damage.

Continue to review, count, and manage; proactively call upon, inform, and guide ships, boats, and vessels to safe shelters; take measures to ensure the safety of ships, crew members, and fishermen at anchorage points in the province. Develop plans to evacuate people on aquaculture rafts and watchtowers to safe locations.

Prepare forces, vehicles, and equipment for rescue and recovery efforts to proactively deploy in all situations; inspect and review areas along rivers, streams, underpasses, overflows, low-lying areas, residential areas, and urban areas at high risk of flooding, flash floods, and landslides; proactively organize evacuation and relocation plans for people and property to ensure timely and effective response in case of emergencies.

Implement measures to ensure the safety of reservoirs, dams, and dikes; pay attention to construction projects along the coast and rivers to develop protection plans and ensure safety, absolutely preventing any loss of life.

Strengthen inspection, supervision, and guidance for owners of irrigation and hydropower reservoirs and dams to organize on-duty personnel to monitor and strictly implement approved operating procedures to ensure safety for the structures and downstream areas.
