The conference was held in both in-person and online formats, connecting to over 21,000 locations, with the participation of more than 1.5 million officials and Party members nationwide.
According to the program, Politburo member and Prime Minister Pham Minh Chinh briefed and conveyed to the conference the new and fundamental points of the topic: "On the draft documents to be submitted to the 14th National Congress of the Party".
Specifically, the contents include: "New points in the Summary of some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years"; "New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th Party Congress"; "New points in the draft Political Report submitted to the 14th Party Congress"; "New points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5 years 2026-2030".
Politburo member and National Assembly Chairman Tran Thanh Man delivered a presentation on the topic: "Regarding the amendment of the Constitution and laws; Directions for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term".
Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung delivered a presentation on the topic: "Continuing to streamline the organizational structure for efficiency and effectiveness; amending and supplementing regulations implementing the Party Charter; and Directive No. 45-CT/TW, dated April 14, 2025, of the Politburo on party congresses at all levels leading up to the 14th National Congress of the Party" and the plan for its implementation.
Delivering a keynote address at the conference, emphasizing the importance of the contents discussed, General Secretary To Lam stated that the 11th Central Committee Conference (13th term) was a historic conference, deciding on very important and groundbreaking issues in the new revolutionary period, setting a new momentum and trend for the comprehensive reform process, and leading the country into an era of sustainable development.
Based on discussions, the Central Committee unanimously issued Resolution No. 60 of the 11th Conference (Resolution No. 60 dated April 12, 2025) with many particularly important contents, focusing on two groups of issues: Continuing to streamline the organizational structure, rearrange administrative units, organize local governments at two levels, and prepare for the 14th National Congress of the Party. These contents are closely related and are all key, urgent issues that we must focus on implementing immediately after this conference and until the end of 2025.
Following the conference, the General Secretary requested that Party committees and organizations at all levels continue to study and thoroughly understand the contents of the Resolution; and develop specific action plans to organize its implementation, given the simultaneous need to carry out a very large volume of work, on a wide scale, in a short time, with high quality, and many unprecedented tasks. He also emphasized three general requirements and four points to note that need to be unified in leadership, guidance, and implementation.
First and foremost, the General Secretary emphasized the need to demonstrate the highest level of political determination in leading and directing the implementation of the Resolution of the 11th Central Committee Conference. It must be recognized that this is a revolution in organizational restructuring, administrative unit reorganization, and reform and innovation for national development.
Party committees, party organizations, and leaders at all levels must be thorough and decisive in leading, directing, and ensuring that cadres and party members fully and deeply understand the special importance of this policy, creating unity of understanding and thought throughout the Party, spreading it throughout society, and resolutely achieving the goals and directions set forth by the Central Committee.

Secondly, tasks should be carried out in a systematic and organized manner, avoiding haste and complacency. Prioritize tasks thoroughly, ensuring they are completed correctly and considering all related issues. The process and procedures must be followed strictly according to the law, avoiding delays, carelessness, or superficiality in any work.
Furthermore, it is crucial to adhere closely to the timelines in the plan to ensure that work is completed on schedule, especially the key deadlines. The central government encourages localities, agencies, and units to complete their work ahead of schedule in order to achieve early stability and facilitate development.
Thirdly, strengthen information and communication to create social consensus, fully promote the people's right to self-governance, and respect and listen to the people's opinions. The procedures for soliciting public opinion must be carried out in accordance with regulations, especially regarding issues related to amending and supplementing the Constitution, provincial mergers, and commune mergers, etc.
