In the process of implementing public services, the situation of requiring people to provide documents that overlap with existing data must not recur, Deputy Minister of Science and Technology Pham Duc Long emphasized.

On the morning of July 14th, in Hanoi, the Ministry of Science and Technology held a conference to review the results of science, technology, innovation, and digital transformation activities during the first six months of 2025.

According to information from the Ministry of Science and Technology, in the first quarter of 2025, the ministry completed its organizational structure, reducing the number of subordinate units from 42 to 25 (a reduction of 40.5%); and issued 49 internal decisions on the functions and tasks of the constituent units.

The merger process is not just about combining organizations, but a comprehensive restructuring: from operating mechanisms, functions and responsibilities, to organizational culture and governance models. The new Ministry of Science and Technology is positioned as the leading agency guiding four key pillars: science, technology, innovation, and digital transformation.

Speaking at the conference, Deputy Minister Pham Duc Long assessed that the ministry needs to seriously implement and ensure the effectiveness and substance of online public services.

He emphasized: "It is necessary to review and resolutely prevent the recurrence of situations where citizens are required to provide documents that duplicate data already present in national databases such as population, civil registration, land, and insurance, avoiding unnecessary costs and time."

The Deputy Minister of Science and Technology also requested that, during the implementation of online public services, administrative procedures should be reviewed and restructured, and the number of required documents should be reduced based on existing data, to be completed before July 20, 2025.

The Ministry of Science and Technology, in coordination with the Ministry of Public Security, the Government Office , and local authorities, will review, restructure processes, digitize, and provide all administrative procedures (online public services) under its management at two levels of local government using a centralized deployment model, ensuring uniformity and consistency on the National Public Service Portal, to be completed before January 1, 2026.

In the first six months of this year, the science and technology sector has achieved many outstanding accomplishments.

The Ministry of Science and Technology has also launched the Vietnam Technology Exchange. Currently, Vietnam has 940 science and technology enterprises, approximately 4,000 innovative startups; an expanding ecosystem with 208 investment funds, 84 incubators, 40 business acceleration organizations, and more than 75,000 stable digital technology businesses.

Currently, 42 national science and technology programs are being implemented, connecting research and production with practical applications. In the field of digital transformation, 630 million transactions have been conducted on the national data integration and sharing platform, reaching 73% of the annual plan. In addition, the rate of online applications throughout the entire process is nearly 40%, improving the efficiency of public service delivery.

The postal and telecommunications sector grew strongly: revenue increased by 12.8%, network speed led the region, IPv6 reached 65% - in the top 10 in the world. Vietnam's digital economy accounted for 18.72% of GDP, up 10% over the same period; of which the core digital economy reached 8.63%.
