Review of principal in Bac Lieu accused of illegal collection

The Teachers' Council of Phan Ngoc Hien High School ( Bac Lieu ) met and agreed to review Mr. Le Minh Quang, the school's Principal.

On January 3, according to a source from Giao Thong Newspaper, the Department of Education and Training of Bac Lieu province held a meeting with the entire Teachers' Council of Phan Ngoc Hien High School (Bac Lieu city) and reviewed Mr. Le Minh Quang, the school's Principal, regarding the illegal collection and expenditure of financial resources.

At the same time, the Department of Education and Training of Bac Lieu province has established a Council to review disciplinary action against Mr. Le Minh Quang.

Considering that Mr. Quang committed the violations as reported in the complaint, but all were for a common purpose and did not show any signs of personal gain, the Council considered and voted not to discipline Mr. Quang.

As previously reported by Giao Thong Newspaper, the Bac Lieu Department of Education and Training has verified the five petitions of teachers at Phan Ngoc Hien High School "accusing" the violations of Mr. Le Minh Quang, the school's principal. Of these, three were correct and one was partially correct.

Specifically, 3/5 of the contents that the teacher denounced were correct, including: Not properly implementing the "standard of teaching hours/year = 2 hours/week x number of weeks for teaching and educational activities according to regulations on the school year schedule".

But Mr. Quang still received full teacher's preferential allowance for three school years.

For the past three years, Mr. Quang has always directed the collection and disbursement of high school graduation exam preparation fees in violation of financial regulations and the instructions of the Bac Lieu Department of Education and Training. Specifically, regarding collection, he directed the collection of one more week than the number of weeks the teacher actually taught.

Also in the past three years, Mr. Quang has always directed the collection and disbursement of money from the Scholarship Fund in violation of financial regulations and instructions of the Bac Lieu Department of Education and Training.

Although warned and reminded by the Department, Mr. Quang continued to direct homeroom teachers to notify parents in the final meeting of the 2023-2024 school year so that tuition collection could continue at the beginning of the new school year.

Regarding the collection of the 2024-2025 Scholarship Fund, on October 7, Mr. Le Minh Quang signed a document announcing the refund of money to parents of students.

The notice clearly states: "The amount of money collected from the Scholarship Fund at the beginning of the year is 200,000 VND/household, the school will return it to the parents (repayment period from October 7 to 18, 2024)...

For any parents who agree to contribute, from October 19, 2024, the school will transfer this fee to each class. The class's Parents' Representative Board will manage and spend according to regulations.
