School principal in Bac Lieu reprimanded for allegedly collecting fees illegally.

The teaching staff of Phan Ngoc Hien High School ( Bac Lieu ) held a meeting and unanimously agreed to review the conduct of Mr. Le Minh Quang, the school's principal.

On January 3rd, according to sources from Giao Thong Newspaper, the Department of Education and Training of Bac Lieu province held a meeting of the entire teaching staff of Phan Ngoc Hien High School (Bac Lieu city) and reviewed the case of Mr. Le Minh Quang, the school principal, regarding the irregular collection and expenditure of funds.

At the same time, the Bac Lieu Provincial Department of Education and Training established a Disciplinary Review Board to consider disciplinary action against Mr. Le Minh Quang.

Considering that Mr. Quang committed the alleged wrongdoings, but these were all for the common good and showed no signs of personal gain, the Council reviewed the matter and voted against disciplining him.

As previously reported by Giao Thong Newspaper, the Bac Lieu Department of Education and Training has verified five allegations made by teachers at Phan Ngoc Hien High School regarding alleged violations by the school's principal, Mr. Le Minh Quang. Three of the allegations were found to be true, and one was found to be partially true.

Specifically, 3 out of 5 of the teachers' complaints were found to be true, including: Failure to adhere to the "teaching load/year = 2 lessons/week x number of weeks allocated for teaching and educational activities as stipulated in the school year time plan".

But Mr. Quang still received his full teacher's allowance for three school years.

For the past three years, Mr. Quang has consistently directed the collection and expenditure of funds for high school graduation exam preparation in violation of financial regulations and guidelines from the Bac Lieu Department of Education and Training. Specifically, regarding collection, he directed the collection of funds for an additional week beyond the actual teaching time of the teachers.

Regarding the collection of the Scholarship Fund for the 2024-2025 school year, on October 7th, Mr. Le Minh Quang signed a document announcing the return of money to parents of students.

The announcement stated: "The amount of 200,000 VND/household collected at the beginning of the school year for the Education Promotion Fund will be returned to parents by the school (return period from October 7th to 18th, 2024)..."

For parents who agree to contribute, starting from October 19, 2024, the school will transfer this fee to each class, and the Parent-Teacher Association of each class will manage and disburse it according to regulations."
