According to a report by the Ministry of Agriculture and Environment , as of May 2026, the whole country has 9,546 planting area codes and 1,525 packaging facility codes for fresh fruits (dragon fruit, mango, star apple, banana, pomelo, passion fruit, seedless lemon, longan, lychee, chili peppers, black jelly, etc.) permitted for export to markets such as China, the United States, Australia, New Zealand, South Korea, and Japan.
In Khanh Hoa province , to date, there are 170 registered planting area codes covering a total area of 3,531 hectares, mainly for mangoes, durians, bananas, pomelos, rice, etc., exported to markets such as China, the United States, New Zealand, Australia, and the EU, as well as domestic planting area codes.

At the meeting, leaders of ministries, sectors, and localities discussed and exchanged views on difficulties and obstacles in the implementation process, such as: limited awareness and management thinking in some localities, businesses, and producers; inadequate organizational, management, inspection, and supervision capacity at the local level; complex violations in the use of codes; difficulties in maintaining technical conditions; increasingly high and rapidly changing technical requirements of importing countries; small-scale production, weak supply chain linkages, and difficulty in ensuring uniformity in management. In addition, the testing system is still lacking and not synchronized; many growing areas and packaging facilities still receive non-compliance warnings from importing countries, especially from China...
Speaking at the meeting, Deputy Prime Minister Ho Quoc Dung assessed that, in addition to the achievements, the work of granting planting area codes still has many shortcomings and limitations, failing to meet the set requirements; many codes are still suspended or revoked due to violations; the area granted codes is still low compared to the actual production; and management and supervision still reveal many inadequacies. The Deputy Prime Minister requested localities to focus on strictly implementing and closely controlling the granting, supervision, and inspection of planting area codes, ensuring compliance with the requirements of importing parties; identifying this as a key task to serve the sustainable development of agricultural production and export.
Ministries, sectors, and localities should strengthen post-inspection and strictly handle violations related to planting area codes; reorganize production and tightly control technical conditions in planting areas and packaging facilities; promote digital transformation and build a national database; intensify propaganda, training, and change the awareness of producers and packers; and develop mechanisms and policies to support the development of planting area codes and packaging facilities. The Ministry of Agriculture and Environment will continue to review, adjust, and improve legal documents to suit practical realities; strengthen coordination with localities in training, guiding, and disseminating regulations related to granting planting area codes and safe production processes, contributing to improving product quality and ensuring compliance with export regulations.
