Over the past period, the Provincial People's Council has proactively implemented comprehensive self-inspection and evaluation of assigned areas and tasks, closely adhering to the requirements of the Central Government. The implementation of the two-tiered local government model has been carried out synchronously, completing the consolidation of 75/75 positions of Chairpersons of People's Councils and People's Committees at the commune level, and 150/150 Vice Chairpersons of People's Committees, contributing to improving the effectiveness and efficiency of management, despite remaining difficulties in human resources and infrastructure. Focus has been placed on concretizing major policies into action programs, resolutions, and supervisory activities, especially in promoting growth, infrastructure development, and administrative reform; in particular, the public investment capital plan for 2026 is over 4,766 billion VND, but the disbursement rate only reached about 8.6% by the end of the first quarter. Digital transformation has been accelerated with many platforms such as interconnected document management systems, paperless meeting rooms, and digital signatures; The goal is for 100% of the records and procedures of People's Councils at all levels to be processed in a digital environment.

The Party Committee of the Provincial People's Committee has focused on implementing a comprehensive self-inspection system linked to the execution of tasks, notably the effective operation of the two-tiered local government model, contributing to streamlining the apparatus, improving management efficiency, and serving the people. Focusing on achieving a growth target of 8% or higher for the 2026-2030 period, 26 guiding documents have been issued to promote infrastructure development, administrative reform, digital transformation, and investment attraction; however, the disbursement of public investment remains slow, reaching only 8.6% of the plan by the end of the first quarter of 2026. In the field of digital transformation, infrastructure and digital platforms have been strengthened with hundreds of 5G stations, a shared data system, and online public services reaching over 86%, gradually forming a digital government and digital economy . At the same time, the Party Committee has strictly implemented regulations on reviewing and evaluating Party organizations, linking them to the responsibility of the head of each organization.

The delegation of supervisory representatives acknowledged and highly appreciated the close coordination and serious spirit of the Standing Committee of the Provincial People's Council and the Party Committee of the Provincial People's Committee in preparing the content and providing complete documents for inspection and supervision work. They requested that the Standing Committee of the Provincial People's Council and the Party Committee of the Provincial People's Committee review and evaluate the operation of the two-tiered local government; pay attention to leading and directing the acceleration of administrative procedure reform, digital transformation, removing bottlenecks in public investment, improving the investment and business environment, reviewing and updating the growth scenario with a focus and roadmap; and select key issues for inspection and supervision to ensure effectiveness. At the same time, they requested continued serious, unified, and effective implementation of Political Bureau Regulation 366 on reviewing, evaluating, and classifying the quality of collectives and individuals.
