Supporting women's economic development is one of the key tasks of the Women's Union at all levels in the province. Providing access to loan capital is a crucial condition for stimulating demand, helping members and women develop production, escape poverty, and achieve legitimate wealth. However, to maximize the effective use of capital, post-loan inspection activities are emphasized by the Women's Union at all levels. This not only helps improve the quality of policy-based credit but also contributes to enhancing the role of the Women's Union in managing capital resources.

Chairwoman of the Provincial Women's Union, Luong Thi Hanh, inspects the economic development model of women members in Thieu Hoa commune using entrusted funds.

Following the implementation of the two-tiered local government model, the Women's Union of Thieu Hoa commune quickly reorganized its structure with 36 branches and nearly 4,900 members. Simultaneously, it proactively developed plans and assigned specific tasks to ensure uninterrupted entrusted activities. The Union closely followed the six-stage process of receiving entrusted funds from the Social Policy Bank, from loan eligibility assessment and application processing to disbursement, inspection, supervision, and capital recovery. As of March 31, 2026, the Women's Union of Thieu Hoa commune was managing 20 savings and loan groups with 887 households; the total outstanding loan balance reached over 64.1 billion VND. In the first quarter of 2026, the Union inspected 5 branches, 5 savings and loan groups, and 35 borrowing households according to plan. Inspections revealed that most branches complied well with regulations, had complete documentation, followed strict procedures, and were found to have no instances of borrowing on behalf of others, borrowing illegally, or using funds for purposes other than intended, and no overdue debts were incurred.

In Luu Ve commune, the Women's Union has 391 households borrowing capital from the Social Policy Bank with a total outstanding debt of over 22 billion VND. In April 2026, the Women's Union coordinated the inspection of loan utilization by 50 households in 2 savings groups. Ms. Doan Thi Thuy, President of the Women's Union of Luu Ve commune, said: "The loan capital has helped members use it for production and business purposes, initially showing effectiveness and significantly improving their living conditions."

According to regulations, after one month of disbursement, the local Women's Union will establish a team to inspect the use of loan funds, checking at least 90% of the households that received loans. Inspections of loan funds in many wards and communes have shown that the management and use of funds by savings groups and loan recipients are in accordance with regulations, loans are granted to the correct recipients, and are transparent. Loan recipients use the funds for the intended purpose, effectively, and pay interest and make savings as required.

By the end of the first quarter of 2026, the Provincial Women's Union had effectively coordinated with the Social Policy Bank and Agribank according to joint agreements, and with funding from the TYM fund and the Thanh Hoa Microfinance Organization, with a total outstanding loan balance of over 13,064 billion VND for 173,296 members and women to borrow for economic development. These funds have become one of the important financial support channels for women and households, especially women in rural areas, disadvantaged women, and women in need of developing household economies to develop production, livestock farming, improve neglected gardens, engage in business and services, and build clean water and sanitation facilities.

Recently, the Provincial Women's Union established four inspection teams to review the work of the Women's Union, including inspecting the management of loan funds at 12 units. At each unit, the inspection team visited 10 households. Through inspections of several units such as the Women's Unions of the communes of Thieu Hoa, Ha Long, Tan Tien, Nga Son, etc., the Provincial Women's Union's inspection team acknowledged and highly appreciated the efforts of the commune-level Women's Unions in closely monitoring and supporting members and women in accessing loan funds, guiding members to use the funds for the right purposes, and achieving effective results.

Ms. Bui Thi Mai Hoan, Vice President of the Provincial Women's Union, stated: "Credit activities increasingly require higher standards in safe operation and risk management. Therefore, the Provincial Women's Union directs all levels of the organization to continue improving the quality of credit, maintaining credibility, and ensuring the sustainable development of activities supporting women's economic development. Through this, we continue to affirm the role of the organization in accompanying and supporting women's economic development and building prosperous, progressive, and happy families."
